On January 30th, 2024, at 9:00 AM, Licensing Program Analyst (LPA), David Nguyen met with Licensee, Marissa Christiano, for the purpose of conducting a change-of-location inspection. The licensee is requesting a change of location from the old facility with license number 394500725 to the current location. LPA was granted for entry into the facility by licensee. Licensee's operating hours are Monday through Friday from 5:00 AM. to 6:00 PM. Meals—breakfast, AM snack, lunch, and PM snack—are provided to daycare children. Purified water from water service is provided to daycare children for drinking water.

All adults subject to criminal background review have obtained criminal record clearance. Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

A health and safety inspection was conducted in all areas accessible to children. The facility is a detached single family two-story home that consists of four (4) bedrooms, two and half (2.5) bathrooms, a loft, and an attached 2-car garage. LPA and Licensee toured the entire home inside and outside. Off-limits areas in the home include the entire upstairs, entire backyard, living room, kitchen, dining room, closet under staircase downstair in the hallway, an attached 2-car garage, and an entire backyard. Licensee acknowledged that children are never allowed in the off-limit areas. Off-limit areas will remain inaccessible by baby gates, baby latch, and SUPERVISION. On-limits areas in the home include daycare room and half bathroom in the hallway.

The backyard has an in-ground pool that is fenced per Title 22 regulations, and LPA observed the gate to self-close and self-latch. LPA observed a fireplace that was appropriately barricaded. Licensee stated that she will utilize the park within her housing development for outside play when weather permitting. Licensee understands that 100% supervision is required at the park. Licensee stated that her FCCH houses 1 indoor dog.

LPA observed the required postings and a working phone. 2A10BC fire extinguisher meets regulations. The first aid kit is located in the closet in the hallway. Smoke alarm and carbon monoxide detectors were observed and verified they were both functional. LPA toured the kitchen area and verified knives were inaccessible to children in care. LPA observed a restroom and verified that hazardous and toxic items were inaccessible to children in care. Licensee stated there are no weapons in the home. Outdoor play space is fenced. Hazardous items and personal hygiene items are made inaccessible to children. Licensee has a current valid Mandated Reporter Training Certificate and expires on 8/25/2024 and Pediatric CPR and First Aid Training Certificate and expires on 7/8/2024.

Because the licensee rents/leases the home, proof of landlord notification is required. The LPA observed the Property Owner/Landlord Notification form (LIC9151) that the applicant confirms was provided to the property owner/landlord. The applicant obtained a signed Property Owner/Landlord Consent form (LIC 9149).



LPA reviewed with licensee the LIC 311D, Forms/Records to Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the applicant.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA discussed the requirement to check and log infant napping every 15 minutes, for infants under 24 months. LPA provided a copy of LIC9227 Individual Infant Sleeping Plan, for infants under 12 months. LPA also discussed the requirement to complete the LIC9227 Individual Infant Sleeping Plan, for infants under 12 months of age.

LPA discussed the Year-Round/Daily Reminder of Water Safety Requirements and Measures with licensee. LPA provided licensee the PIN 23-17-CCLD, the Year-Round and Daily Reminder of Water Safety Requirements and Measures. LPA discussed with Licensee the importance of checking the pool gate and fencing in the pool area daily prior to children’s arrival to improve children’s safety.

Licensee currently does not have any children enrolled that require IMS. LPA discussed IMS services and the requirement to create a plan of operation. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. On this date, 1/30/2024, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

Licensee was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PINs), Program Quarterly Update Newsletters and other important information communication platform. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication.



Licensee understands that anyone living or working in the home, eighteen (18) years of age or older must obtain fingerprint clearance PRIOR to living or working in the home. Licensee understands that licenses are not transferable, and once licensed, licensee must live in the home and be present for 80% of the operating hours.

Licensee understands that if an unusual incident occurs; licensing is to be notified via phone call, e-mail or fax within 24 hours and the Unusual Incident Report LIC624 shall be submitted within 7 days to remain in compliance. Licensee understands that if any structural changes are made to the home; licensing must be notified prior to construction.

Licensee understands that if they want to make any off-limit area an ON-limits area, they must notify licensing and LPA must do an inspection BEFORE children are allowed in the area. Licensee understands that children’s records are to be maintained according to Title 22 regulations and be accessible to licensing for up to three years.

This facility evaluation report was reviewed and discussed with the licensee. LPA discussed licensing requirements with Licensee including the posting of licensing inspection notices and reports, as well as injury and incident reporting. LIC311D was provided and discussed. Licensee was encouraged to visit the department website at WWW.CCLD.CA.GOV for information regarding child care updates, forms, regulations and legislation pertaining to family child care homes.

Effective today 1/30/2024, facility is approved for a small Family Child Care Home license for a capacity of 6 children with no more than 3 infants, or 4 infants only, or up to 8 children with no more than 2 infants, 1 child in Transitional Kindergarten or above and 1 child at least age 6. Infants are children under the age of 2.

An exit interview was conducted, and the report was reviewed with Licensee, Marissa Christiano. Licensee Appeal Rights were provided. A Notice of Site visit was posted by LPA and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
