1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	Centralized Application Bureau (CAB) Licensing Program Analyst (LPA) Alecia Sifuentes and Licensing Program Analyst (LPA) Stacey Williams met with Regional Director Traci Mote and Site Supervisor Friba Lutfi for the purpose of a pre-licensing inspection. Licensee is requesting to add an infant component of 18 infants 0-24 months. The facility is current licensed for a toddler component for 24 toddlers ages 18-36 months and a preschool component for 48 children from age two years to entry into kindergarten. The program currently operates Monday through Friday from 6:30 a.m. to 6:30 p.m. The fire clearance was granted and received on 2/6/2024. The facility currently provides breakfast, lunch, and afternoon snack. The facility will provided formula, baby food, and diapers for the infants. Today's census is 9 toddlers and 22 preschool children. LPA informed the Regional Director that the facility will be converted to a single child care center license under facility number 394501062, therefore LPA will be closing the current preschool facility number 394500629. LPA reviewed with the Regional Director the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted. LPA discussed the safe sleep regulations with the Regional Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. INDOOR ACTIVITY SPACE:
There is one infant classroom located in Room #4, two toddler classrooms located in Rooms #1 and #2, and two preschool classrooms located in Room #3 and the multipurpose room. LPA observed a sufficient amount of equipment, toys, tables, chairs, and cubbies in all classrooms. LPA observed napping cots for the toddlers and preschool children. LPA observed 10 cribs for the infants located in the infant crib room. There is a first aid kit in each of the classrooms. Medications will be stored in each classroom. LPA observed cleaning disinfectants are appropriately stored and inaccessible to children. Applicant stated there are no poisons or firearms on the premises. LPA observed water fountain in the multipurpose room and water jugs available in each classroom. LPA observed a functional carbon monoxide detector in all classrooms. LPA observed an electronic sign-in/sign-out system.

LPA measured the infant classroom (Room #4) only and used current measurements from report dated 10/10/2023 under the current preschool facility number 394500629, therefore LPA did not take measurements for the toddler and preschool components. The infant classroom space (Room #4) contains a total of 1,004, the toddler classroom spaces (Room #1 and #2) contains a total of 1,131 square feet, and the preschool classroom spaces (Room #3 and multipurpose room) contains a total of 2,326 square feet, which will accommodate Licensees request for 18 infants, 24 toddlers, and 48 preschool children. There are two toilets and two sinks located in Room #3, three sinks located in the multipurpose room, four toilets and four sinks located in the hallway, two toilets and two sinks located in Room #1, one sink located in Room #4, and one sink located in the crib room. LPA observed a changing table within arm's reach of a sink. There is a private restroom for staff located in the multipurpose room. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). Children who become ill during the day will be isolated in the office area and will use the staff restroom, if necessary.

OUTDOOR ACTIVITY SPACE:
There are three yards, Yard #1 for the preschool children, Yard #2 for the toddlers, and Yard #3 for the infants. The outdoor play area is fenced with a chain link fence that is at least four feet tall and separates the preschool yard from the toddler and infant yards. AS observed a sufficient amount of equipment and toys. There is two play structures located on the preschool yard and toddler yard which are both designated for children 2 to 5 years old. Regional Director understands that while the play structure is still present, children under the age of two years old cannot utilize it. There are no bodies of water on the premises. There are shaded areas supplied by trees and a shade structure located on the preschool yard. Regional Director stated that gazebos will be available for the toddler and infant yards. LPA used current outdoor measurements from report dated 10/10/2023, therefore LPA did not take measurements. The preschool yard #1 contains a total of 7,112 square feet, the toddler yard #2 contains a total of 2,587 square feet, and the infant yard #1 contains a total of 954 square feet which will only accommodate up to 12 infants. Licensee has requested an Insufficient Outdoor Space Waiver and provided two rotational outdoor scheduled times.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. LPA discussed the following: 100% supervision is required at all times, including in the bathroom; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. LPA discussed with the Regional Director any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days.

Regional Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Regional Director was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform.
