25 | Licensing Program Analyst (LPA) Erwin Tjhia met with Applicant, Melissa Torres for the purpose of a pre licensing evaluation. Applicant's tentative hours are Monday - Friday from 7 AM to 5 PM.
All individuals subject to criminal background review have obtained a criminal record clearance. Applicant was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Because the applicant rents/leases the home, proof of landlord notification is required. The LPA observed the Property Owner/Landlord Notification form (LIC9151) that the applicant confirms was provided to the property owner/landlord. The applicant obtained a signed Property Owner/Landlord Consent form (LIC 9149).
A health and safety inspection was conducted inside and out. The one story home has 3 bedrooms and 2 bathrooms. The off-limits area are all bedrooms, garage, bathroom in the master bedroom, and side yards. Outdoor play area was toured. There are no bodies of water on the premises. LPA toured the bedrooms and verified toxic and hazardous items were inaccessible to children in care. Off-limits areas will remain inaccessible to children by doorknob covers, baby latches, and supervision.
Functioning smoke and carbon monoxide detectors were observed in the hallway. LPA observed cleaners stored in laundry on a shelf inaccessible to children in care. The fireplace in the home was fenced and barricade. 2A10BC fire extinguisher and first aid kit were observed in the kitchen. Applicant stated there are no weapons in the home.
