On April 30, 2025, Licensing Program Analyst (LPA) Stacey Williams met with Facility Representative/Owner, Corina Cetina for the purpose of a complaint investigation. LPA observed seven (7) children in care. Two children were under the age of 2 years old.

LPA discussed the complaint allegation with the owner.LPA toured the facility and observed all seven children in the preschool room. Owner stated that the preschool teacher left the center for an emergency earlier in the day which left her to provide care for all of the children. Based on observation of two children under the age of two years old commingling with preschool children, the allegation is substantiated.

Title 22 regulations cited on subsequent page, LIC999D. Upon receipt of Type A citations, facility shall post and provide copies of the LIC 90009D for parents/guardians of children currently in care and for parents/guardians of newly enrolled children for the next 12 months. Facility must also keep the signed LIC 9224, Acknowledging Receipt of Licensing Reports LIC 9099D in each child's files.

The toddler program shall be conducted in areas physically separate from those used by older or younger children. Space planning and usage for the toddler component shall be governed by the provisions of Section 101438.3. Plans to alternate use of outdoor play space must be approved by the Department.

This requirment was not met as evidenced by: LPA observed the owner of the facility supervising two todder children under the age of 2 years old with preschool children. All children were observed in the preschool room. This is an immediate risk to the health and safety of children in care.
