25 | On 5/29/24, Licensing Program Analyst Carla Polanco (LPA) met with Applicant, Freshta Zubair (A1) for the purpose of a pre-licensing inspection. LPA disclosed the purpose of the inspection and was granted entrance into the Family Childcare Home (FCCH). LPA provided the Entrance Checklist to A1. All individuals subject to criminal background review have obtained a criminal record clearance verified by LPA1 accessing Guardian. A1’s tentative hours of care are Monday through Friday, from 7:30 AM to 5:30 PM. A1 does not intend on providing overnight or weekend care at this time.
A health and safety inspection was conducted inside and outside of the FCCH. A1 accompanied LPA for the entirety of the tour. The FCCH is a one-story house with a living room/play room, kitchen, dining room, bathroom #2, Master bed and bathroom #1, bedroom #2, bedroom #3, office/bedroom #4, garage and backyard with shed. LPA verified that toxic and hazardous items were inaccessible to children in care. LPA did not observe any stairs. The outdoor play area was toured which includes a shed that will remain locked during operational hours. LPA verified that the entirety of the backyard is fenced-in and walked the perimeter to ensure the safety of the fence and gate. LPA did not observe any pool, spa nor water feature.
A1 understands that 100% supervision is required for children in the front yard as it is not fenced. A1 stated that she does not own any pets. LPA observed chemicals stored in the garage; however, an additional slide lock was observed on the access door to the garage. A1 stated that the garage door will remain locked during operational hours.
The OFF-limits areas of the FCCH are the master bed and bath, bedroom #2, office/bedroom #4 and the garage. A1 understands that OFF-limits areas must remain inaccessible to children in care.
A functioning smoke detector and a functioning carbon monoxide detector was tested in the main hallway. LPA observed cleaners stored in the kitchen, bathroom and laundry room in cabinets that are behind child safety locks. A H06386940 fire extinguisher was observed in the kitchen, and a first aid kit was observed in the laudry room. A1 stated there are no firearms nor weapons in the home. Report continued on LIC809-C
