Centralized Application Bureau (CAB) Licensing Program Analyst (LPA) Alecia Sifuentes met with Applicant Pooja Gupta for the purpose of a change of ownership pre-licensing inspection. Applicant is requesting an infant component for 8 infants ages 0-24 months, a toddler component for 12 toddlers ages 18-36 months, a preschool component for 35 children from age two years to entry into kindergarten, and a school-age component for 12 children enrolled in kindergarten and above for a total capacity of 67. The program currently operates Monday through Friday from 6:00 a.m. to 6:00 p.m. The facility will provide breakfast, lunch, and afternoon snack. Parents will provide the formula and breast milk and the facility will provide baby food for the infants.

LPA reviewed with Applicant the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted. LPA discussed the safe sleep regulations with Applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.

INDOOR ACTIVITY SPACE:
There is one infant classroom located in Room #4, one toddler classroom located in Room #3, two preschool classrooms located in Rooms #1 and #5, and one school-age classroom located in Room #2. LPA observed a sufficient amount of equipment, toys, tables, chairs, and cubbies for all classrooms. In Room #4, LPA observed a crib area dividing the indoor activity space using a four-foot-tall wall with four cribs available. LPA observed napping cots for the toddlers and preschool children. There is a first aid kit in each of the classrooms. Medications will be stored in the office. LPA observed cleaning disinfectants are appropriately stored and inaccessible to children. Director stated there are no poisons or firearms on the premises. LPA observed water pitchers and cups in each classroom and a drinking fountain outside and in the hallway. LPA observed a dual smoke and carbon monoxide detector. LPA observed a sign-in/sign-out binder.

LPA measured the infant classroom (Room #4). The infant classroom contains a total of 311 square feet which will accommodate Applicant’s request for 8 infants. LPA measured the toddler classroom (Room #3). The toddler classroom space contains a total of 422 square feet which will accommodate Applicant’s request for 12 toddlers. LPA measured the preschool classrooms (Rooms #1 and #5). The preschool classroom spaces contain a total of 1,253 square feet which will accommodate Applicant’s request for 27 preschool children. LPA measured the school-age classroom (Room #2). The school-age classroom space contains a total of 422 square feet which will accommodate Applicant’s request for 12 school-age children. There is one sink that is within arm's reach of a diaper changing table located in the infant classroom (Room #4). There is one sink located in the toddler classroom (Room #3) and two toilets and two sinks located between Room #4 and Room #3. There is one sink located in the preschool classroom (Room #1) and two toilets and two sinks located between Room #1 and Room #2. There is one sink located in the school-age classroom (Room #2) and a private restroom for the school-age children located down the hall. There is one toilet and one sink located in the second preschool classroom (Room #5). There is a private restroom for staff located down the hall next to the school-age restroom. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). Children who become ill during the day will be isolated in the office and will use the staff restroom, if necessary.

OUTDOOR ACTIVITY SPACE:
There are two outdoor areas on the property (Infant/Toddler Play Area and Preschool/School-age Playground Area). Applicant has requested a Shared Outdoor Space Waiver for the Preschool/School-age Playground due to not being able to designate an area specifically for each component. Both outdoor play areas are fenced with a chain link fence and partial brick wall that is at least four feet tall. LPA observed a sufficient amount of equipment and toys. There is one play structure located on the Preschool/School-age Playground. Applicant will obtain the age range the play structure is approved for from the manufacturer. There are no bodies of water on the premises. LPA observed shaded areas supplied by two temporary canopies. Applicant stated that they plan to install permanent canopies.

LPA measured the Infant/Toddler Play Area. The infant/toddler outdoor activity spaces contain a total of 1,846 square feet which will accommodate Applicant’s request for 8 infants and 12 toddlers. Applicant plans to divide the yard using a temporary gate. LPA measured the Preschool/School-age Playground. The preschool/school-age outdoor activity space contains a total of 4,036 square feet which will accommodate Applicant’s request for 35 preschool children and 12 school-age children. Individual measurements are recorded on the Capacity Worksheet (LIC 9024).

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA discussed the following: 100% supervision is required at all times, including in the bathroom; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. LPA discussed with Applicant any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days.

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
