25 | On May 12, 2026, Licensing Program Analyst (LPA) Deborah Khashe met with Licensee, Kalika Smith for the purpose of an unannounced annual inspection. The purpose of the visit was explained, and LPA Khashe was grated entrance to the FCCH. LPA provided an entrance checklist to Kalika Smith. During today’s inspection there were 0 children present. Licensee's operating hours are as follows: 7 days a week 23 hours a day. Meals include, AM snack, lunch, PM snack, dinner, and bedtime/nighttime snack—are provided to day-care children. Drinking water is provided to day-care children throughout the day with small water bottles.. LPA verified fees are current.
A health and safety inspections were conducted in all areas accessible to children. The FCCH is a two story with 5 bedrooms, 3 bathrooms, living room, kitchen, laundry room, hall closet and garage. The OFF-limit areas are second floor, garage, downstairs bedroom #5, all closets, shed and front & backyard. Licensee understands that OFF-limit areas must remain inaccessible to children in care. Licensee understands if she wants to make any OFF-limit area an ON-limit area, she must notify Licensing and LPA must do an inspection BEFORE children are allowed in said area. A dual functioning smoke and carbon monoxide detectors was observed and tested. A 2A10BC fire extinguisher and first aid kit were observed. Licensee stated there are no weapons in the home.
All individuals subject to criminal background review have obtained a criminal record clearance. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
