32 | CCCs constructed before 1/1/20, are supposed to test their water (used for drinking and food preparation) for lead contamination before 1/1/23, and then every 5-years except after the date of the first test. For child care center licenses issued after 7/1/22, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). Through interview and record review, LPA confirmed that the lead water testing requirement is valid through March of 2028.
LPA observed daily routine schedules, required notices, and other relevant licensing documents posted prominently in the main classroom. At the CCC, children's sign in and sign out sheets are completed on paper. LPA found that the CCC completed their most recent disaster drill on 4/7/26. LPA reminded the Director of the responsibility to conduct disaster drills at least once every six months.
In the "beginner's classroom", a dual carbon monoxide and smoke detector was tested at 11:15 AM and was found to be operational. Chemicals and cleaning supplies are stored in the kitchen in a locked cabinet below the sink. Extra cleaning supplies are located in the storage room, an area off limits for children in care too. No medication is currently on site as no currently enrolled children have the need. As for sharps, they are located in an elevated kitchen cabinet. In the kitchen, LPA also viewed a First Aid Kit which contained appropriate equipment and supplies.
As mentioned prior, the CCC has access to large outdoor play yard in the back and small yard in the front. The outside playground areas are enclosed by wooden and chain linked fencing throughout the perimeter. The fence’s entry and exit gates in the yard are secure and furnishings in the area are age appropriate. The play equipment is free of sharp, loose, or pointed objects. The play structures in the outdoor playground areas have adequate cushioning to absorb falls (wood chips and sand). The surface of the outdoor playground area is varied. The areas are made up of the following: natural grass, sand, concrete pavement, artificial turf, and wood chips. Shade is provided by various trees throughout the yard and by building overhangs. In the yard, LPA also observed a large play structure, various sand boxes, and three sizable sheds, all of which possess CCC-related equipment. LPA reminded the Director of the importance of active supervision over children in care while outside and that the outdoor area is inspected prior to letting children out.
A sampling of staff and children's records were also reviewed. The children’s records were complete and were found to contain emergency contact information as well admission agreements, among other relevant licensing forms. A sampling of staff records were also reviewed and contained current Pediatric CPR and First Aid certifications (EMSA approved) and Mandated Reporter Training certifications among other relevant licensing forms. LPA observed no bodies of water, firearms, or ammunition on site and this was confirmed as the case with the Facility Representative. (CONT. 809-C, Page 3)
