25 | On 12/17/24, at 2:45 PM, Licensing Program Analyst (LPA) Elvin Baddley conducted an unannounced Annual/Random Inspection of the abovementioned Child Care Center (CCC). LPA met with Erika Magana, Site Supervisor of the CCC and explained the purpose and nature of the inspection. LPA, in the company of the Site Supervisor, toured the interior and exterior of the CCC. The CCC is located in a portable classroom (3B) on the grounds of Grover Beach Elementary School. The CCC operates from 8:15 AM to 11:15 AM (AM Program) and 12:15 PM to 3:15 PM (PM Program), Monday thru Friday. LPA observed four children during the inspection along with three teachers (cleared and associated) providing care and supervision.
The classroom of the CCC is clean and orderly. The classroom has age appropriate equipment and furnishings available to children in care. The bathrooms used by the children are in clean and sanitary operating condition. The bathrooms are outside the classroom. Staff members escort the children to and from the restroom during hours of operation. LPA observed an operable refrigerator in the classroom which contained foods and beverages consumed by children in care. The CCC provides breakfast as well as a morning and mid-day snack for the children. Children have access to water inside the CCC and outside in the play area. Children also bring individual water to the CCC. CCCs constructed before 1/1/20, to test their water (used for drinking and food preparation) for lead contamination before 1/1/23, and then every 5 years after the date of the first test. For CCC licenses issued after 7/1/22, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.
Disinfectants and cleaning solutions are elevated locations and beyond the reach of children in care. Site Supervisor informed LPA no medication is on site, however if medication were present, medications would be secured in an secure box within a secure cabinet in the classroom. LPA observed CCC Sign In/Out forms near the entry of the classroom, in proximity to posted licensing forms and notices. LPA notes Sign In/Out forms contain the children’s arrivals and departures as well as the signature of the authorized representatives. The CCC has a carbon monoxide detector which was tested and found operable at 2:48 PM. The CCC's outdoor playground area is enclosed by chain linked fencing. The footing in the playground
