On 11/14/24, at 1:10 PM, Licensing Program Analysts (LPAs) Elvin Baddley and Matthew Sapien conducted an unannounced Annual Random inspection of the abovementioned Child Care Center (CCC). The inspection is also to address the CCC’s request to temporarily relocate to another classroom at the same address. LPAs met with Kaitlin Carrillo, Program Coordinator, of the CCC. LPAs explained the purpose and nature of the inspection. LPAs toured the interior and exterior of the CCC. The facility is located on the grounds of Sinsheimer Elementary School. The school age program operates Monday through Friday from 7:00 AM until 8:15 AM and a PM program as well that operates from 2:50 PM until 6:00 PM. At the time of the inspection, LPAs observed no children in care along with 4 additional staff members (cleared and associated). LPAs note Program Coordinator helps staff with the supervision and care of children. Currently, the CCC uses one room (childcare room) for childcare services. The CCC also utilizes two of the elementary school’s playground areas for outdoor activities.


LPAs observed required licensing forms and documents posted in the entry area of the CCC’s classroom. A menu is also posted nearby in a visible location. The CCC's sign in and sign out forms were also reviewed by LPAs. The forms contained the arrival and departure times of children in care. The classroom of the CCC is clean and orderly. The classroom has age-appropriate toys, equipment, and other furnishings available to children in care. LPAs observed a carbon monoxide detector in the CCC. The carbon monoxide detector was tested at 1:32 PM and was found to be operational.

The CCC uses two restrooms for children in care. One of the restrooms is located within the classroom. The restroom was sanitary, free of toxins, and operable. The other restroom utilized for CCC operations is located within school grounds. Like the classroom restroom, these restroom areas were sanitary, free of toxins, and operable. LPAs observed an operational refrigerator in the classroom which contained food for children in care. The CCC provides a mid-day snack for children in care. Potentially hazardous items like disinfectants, sharps, and medication were observed in securely locked cabinets in the classroom of the CCC. (CONT. LIC 809-C, Page 2)

The CCC has filtered drinking water available for children inside and outside. The water comes from the elementary school’s drinking fountains.

CCCs constructed before 1/1/20, must test their water (used for drinking and food preparation) for lead contamination before 1/1/23, and then every 5-years except after the date of the first test. For child care center licenses issued after 7/1/22, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPAs confirmed that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

The CCC's outdoor playground areas are enclosed by chain linked fencing. The fence’s entry/exit gates are secure. The surfaces of the outdoor playground areas are varied (concrete pavement, natural grass, sand, and woodchips). Like the classroom of the CCC, LPAs observed age-appropriate play structures, toys, and other equipment in the area. The play equipment is free of sharp, loose, or pointed objects. The play structures in the outdoor playground areas have adequate cushioning materials to absorb falls. In addition, adequate shade is provided by building overhangs throughout the area. No bodies of water were observed on site. Program Coordinator informed LPAs the CCC's children utilize the playground area at staggered and different times than elementary school students.

A sampling of staff, children, and facility records were reviewed. The children’s records were complete and were found to contain emergency contact information, among other required licensing documentation and forms. Staff records were also reviewed. LPAs reviewed and found the Program Coordinator’s CPR/First Aid Training certification (EMSA approved) expires 10/25/25 , while their Mandated Reporter Training expires on 10/11/26. Site Supervisor was reminded to ensure training certifications are up to date. LPAs also reviewed facility records. Facility records indicate that the last disaster drill occurred on 11/14/24. Program Coordinator informed LPAs that disaster drills are conducted every 2 months. Program Coordinator also notes no firearms or ammunition are present on site.

This facility does provide Incidental Medical Services (IMS) for children in care. Program Coordinator verbally and visually informed LPAs of medication and that IMS devices are always kept in a secure cabinet. For IMS information see PIN 22-02-CCP. Facility representative was reminded that all adults 18 and over, including employees and volunteers, as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Childcare Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.


Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

With regard to the CCC’s request to temporarily relocate to another classroom on the grounds at the same address, LPAs inspected the relocation classroom (art room) and determined that the room is sufficient for childcare services. The room has multiple entries and exits as well as ventilation to accommodate for childcare services. The classroom is larger (in scale) in comparison to the current location of the CCC. It has available accommodations for childcare services. Program Coordinator informed LPAs that children in care will use existing restrooms and playgrounds on site while in temporary relocation classroom. As such, the CCC is granted permission to temporarily relocate from the current classroom (childcare room) to the art room on the same grounds.

A notice of site visit was given and must remain posted for 30 days. Exit interview was conducted and report was reviewed with Facility representative, Kaitlin Carrillo.
