25 | On 5/11/26, at 12:00 PM, Licensing Program Analyst (LPA) Matthew Sapien conducted an annual random inspection of the abovementioned Child Care Center (CCC). LPA met with Cynthia Berjan, Site Supervisor of the CCC, and explained the purpose of the inspection. LPA toured the entirety of the the CCC (interior and exterior). The CCC uses one classroom (Classroom 204) and is on the grounds of Monterey Road Elementary School. The CCC utilizes one classroom (204), a school playground, and school restrooms.
The CCC operates Monday through Friday spanning from 7:00 AM until 6:00 PM. Importantly to note, there are four cohorts of children that attend the CCC. The first group of children are present from 7:00 AM until 8:00 AM, the second group of children are present from 8:00 AM until 11:15 AM, the third group are present from 11:40 AM until 2:40 PM, and the last group of children are present from 2:40 PM until 6:00 PM. At the time of the inspection, LPA observed 5 children in care and 1 additional staff member (cleared and associated).
The classroom of the CCC is clean and orderly. The classroom has age-appropriate equipment and furnishings for children in care. The classroom contains a number of closets and storage spaces all of which contain items, equipment, and other related objects for children in care. The bathrooms, located on school grounds, were found to be clean and orderly. CCC staff informed LPA that children are escorted to the restrooms and that the restrooms are only being used by the CCC children at times of use.
The CCC possesses an operational mini-refrigerator in the classroom that has food items for children and staff. The CCC also has a pantry in the classroom for children’s snacks. Each cohort of children are provided one snack throughout their session. For the AM cohort of children, breakfast is provided by the school, and for the PM cohort of children, lunches are also provided by the school. Like snacks, drinking water is also available for children. When engaged in outdoor play, children also have access to water fountains. Children bring reusable water bottles from home, however, cups are also available on site for children in care.
CCCs constructed before 1/1/20, are supposed to test their water (used for drinking and food preparation) for lead contamination before 1/1/23, and then every 5-years except after the date of the first test. For child care center licenses issued after 7/1/22, the licensee shall test their water for lead within 180 days of (CONT. LIC 809-C, Page 2)
