1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On 10/22/24, at 11:20 AM, Licensing Program Analyst (LPA) Matthew Sapien conducted an unannounced Annual Random inspection of the abovementioned Family Child Care Home (FCCH). LPA met with Laura Pesenti, Licensee of the FCCH, and explained the nature and purpose of the inspection. The LPA, in the company of Licensee, toured the interior and exterior of the FCCH. The FCCH is a 4-bedroom and 4-bathroom two story home. The FCCH utilizes a playroom, bathroom, living room, kitchen, and backyard, while the remainder of the home is excluded (three guest bedrooms, two bathrooms, master bedroom, master bathroom, and garage). At the time of the inspection, 3 children were present along with one staffing assistant (cleared and associated). LPA observed the FCCH to be orderly and clean. The bathroom within the playroom, utilized for childcare services, is clean and free of toxins. Some cleaning compounds were positioned atop an elevated cabinet out of reach of children in care. Cleaning compounds, along with sharps, were observed in the kitchen in an elevated area on top of the refrigerator. Additional cleaning compounds were observed in an elevated area in the hallway laundry room. Personal medication was also observed in the hallway in an elevated cabinet. The hallway, which contains rooms and areas that are off limits to children in care, is enclosed by a child safety gate. The Licensee also informed LPA that the FCCH possesses a First Aid Kit. LPA observed age-appropriate books, toys, and other equipment throughout the interior (playroom) of the FCCH. The playroom is also enclosed by a child safety gate. In the nearby living room, LPA observed a gas fireplace that is enclosed by glass doors. LPA observed appropriate licensing forms and documents posted prominently to a bulletin board in the playroom. LPA observed several smoke and carbon monoxide detectors throughout the FCCH. The carbon monoxide detector was tested at 11:33 AM and was found to be operational. (CONT. 809-C, Page 2)

Similar to the carbon monoxide detector, the smoke detector was tested at 11:34 AM and was also found to be operational. The LPA also observed a regulation fire extinguisher in the FCCH, which was last serviced on 10/4/24. LPA reminded the Licensee to service or purchase a regulation fire extinguisher annually. LPA reviewed the FCCH's fire/disaster drill log. The most recent fire drill occurred on 6/3/24.

As noted before, the backyard is accessible to children in care. The FCCH's backyard is enclosed by wooden fencing. The fence’s entry/exit points are secure. As is the case with the interior of the FCCH, the backyard has age-appropriate play structures, furnishings, and other equipment throughout the area that can afford for robust childcare services. The footing of the exterior is made up of varying surfaces (grass, concrete pavement, wood-chips, etc.). The Licensee was reminded to replace toys and play equipment which start to degrade or are not in good repair. LPA observed a number of chickens in an enclosed coupe. LPA also observed a body of water on site (jacuzzi). The jacuzzi, located in the backyard, is tightly covered and made inaccessible to children in care by a secure lock. The Licensee stated to the LPA that children are always supervised when engaged in backyard activities.

LPA observed two smaller dogs throughout the FCCH. The Licensee informed the LPA that the dogs have occasional interactions with children in care. The Licensee attested that the dog's vaccination records are up to date.

LPA reviewed children's records. The records are current, complete, and possessed emergency contact information and immunization records, among other relevant licensing documents. The Licensee's records were also reviewed. The Licensee’s CPR/First Aid Training (EMSA approved), expiring on 2/8/25, and Mandated Reporter Training, expiring on 4/14/25, is current and complete. Licensee was reminded to renew certifications and training prior to expirations. The Licensee informed LPA that firearms and ammunition are present at the FCCH. Licensee keeps firearms and ammunition in two secure safes located in two bedrooms off-limits to children in care.

The Licensee does not currently provide medication or Incidental Medical Services (IMS) to the current roster of children. IMS policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage athttps://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. Licensee checks and documents napping infants every fifteen minutes.

LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

During the exit interview, the Licensee confirmed that there are no Registered Sex Offenders living in the facility when the LPA completed a RSO profile in FAS on 10/22/24.

A notice of site visit was given and must remain posted for 30 days. Exit interview was conducted and report was reviewed with the Licensee, Laura Pesenti.
