25 | On 8/30/24, at 10:30 AM, Licensing Program Analysts (LPAs) Elvin Baddley and Matthew Sapien conducted an unannounced Case Management inspection of the abovementioned Child Care Center (CCC) to address the report of an Unusual Incident Report (UIR) received by the Department on 8/29/24. The UIR alleged the Director struck a child in care (C1). LPAs met with Maddy Quaglino, Director of the CCC. LPAs note 17 children are on site at the time of the inspection, along with 4 teachers providing supervision.
LPAs discussed the incident with the Director and obtained the contact information for C1 and the parent/authorized representative of C1 (P1). LPAs were able to establish the date the incident allegedly occurred.
LPAs interviewed the Director as well as S1 and S2 in a conference room on the property of the CCC. It should by noted P1 originally spoke S1 and S2 about the alleged striking of C1 by the Director. C1 was not interviewed as C1 is speech delayed and has some issues effectively communicating. P1 will be contacted by LPAs following the facility inspection.
Based on the information provided, LPAs were unable to establish the if the CCC Director struck C1. The matter will call for additional investigations.
No deficiencies were cited during today's inspection.
A Notice of Site Visit (LIC 9213) was given and must remain posted for 30 days. Appeal Rights (LIC 9058) were also provided. Exit interview conducted and report was reviewed with the Facility representative Maddy Quaglino.
