On 7/15/22, at 9:00 AM, Licensing Program Analyst (LPA) Elvin Baddley conducted an unannounced One Year Required Inspection of the abovementioned Child Care Center (CCC). LPA met with Kylee Davis, Director of the CCC and explained the nature of the inspection. The CCC consist two classrooms and an outdoor play area which houses three year old children. On the property of the CCC are two other building/classroom with separate preschool licenses. The CCC operates from 7:30 AM to 5:30 PM, Monday - Friday. LPA, in the company of the Director toured the interior and exterior of the CCC. No children are on site during at the time of the inspection.

The classrooms of the CCC are clean, orderly and organized. The classrooms have age appropriate toys and furnishings available for children. LPA observed a carbon monoxide detector in the classrooms, one of which, which was tested and found to be operable at 9:20 AM. The restrooms are in safe and sanitary operating condition. The CCC has a refrigerator to store food and beverages. Children in care bring lunches from their homes, while the CCC provides snacks. Staff members inspect lunches to ensure children are eating healthy choices and avoiding junk foods. The CCC provides bottled water for the children inside and outside of the classrooms. The Director has been reminded of the need to have the CCC's water sources tested for lead contaminants. The classrooms have posted menus along with licensing required notices and documents. The CCC uses an electronic application to sign children in and out. LPA reviewed sign in and sign out information and notes the information is completed appropriately.

Disinfectants and cleaning solutions are stored in an elevated shelf in classroom which are beyond the reach of children in care. The Director informed LPA no medication is on site, however when medication is present, the Director stated the medication is placed in an elevated cabinet in the classroom which is inaccessible to children in care. LPA observed sharps in the classroom secure in an elevated cabinet which is inaccessible to children in care.

The CCC's outdoor area is comprised of concrete sidewalks, an artificial grass lawn and a sand play area. The area is enclosed by wood and chain linked fencing and the fence's entry/exit gates are secured. LPA observed age appropriate toys and equipment in the play area. The toys and play equipment are in suitable condition and free of sharp, loose or pointed objects. The play structures in the activity area has adequate cushioning materials to absorb falls. LPA reminded Director to replace play items in the area when they begin to degrade or are not in good repair. LPA also observed an abundance of shade (i.e. shade sails, trees) in the area. No bodies of water were observed on site. Waste receptacles with tight fitting covers were observed throughout the center.

LPA reviewed children and staff records. The children’s records were complete and found to contain emergency contact information and immunization records. Staff records were reviewed and contained documentation to support their educational training and experience as well as Pediatric CPR/First and Mandated Reporter certifications. LPA reminded Director to ensure training certifications are kept current and renewed prior to expirations. LPA notes last fire/disaster drill was completed on 5/16/22. Director informed LPA no firearms or ammunition is stored on the site.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Facility representative Kylee Davis
