On 12/10/24, at 12:30 PM, Licensing Program Analyst (LPAs) Shane Loftus and Elvin Baddley conducted an unannounced Required Inspection of the Child Care Center (CCC). LPAs met with Sarah Davis, Director of the CCC and explained the purpose of the inspection. LPAs, in the company of the Director, toured the interior and exterior of the CCC. The CCC operates from 8:00 AM to 5:00 PM, Monday through Friday. LPAs observed 15 children in care along with 3 teachers (associated and cleared). The CCC is a combined center with an infant program/license.

The classroom of the CCC is clean and organized. LPAs observed age-appropriate toys and furnishings available for children. The bathroom attached to the classroom is in safe and sanitary operating condition. The classroom has a carbon monoxide detector. The carbon monoxide detector was tested and found to be operable. Disinfectants and cleaning solutions were locked in a laundry/supply room as well as an elevated shelf, which is inaccessible to children. The center’s medications are secured in a locked box in the CCC's kitchen which is also inaccessible to children in care. Sharps are stored in an elevated cabinet in the CCC’s kitchen which is beyond the reach of children.

The CCC provides an afternoon snack for the children, while the parents of children in care provide morning snacks and lunches. The CCC also has a reserve of food items on site for children. There is water available to children in care both inside and outside the CCC. A menu is posted in a prominent location in the CCC. LPAs reviewed licensing required documents and forms posted on the CCC's walls. The CCC maintains Sign In/Outs records via the Pro Care application. LPAs reviewed the Sign In/Out records which contain the children’s arrival and departure along with the entries for authorized representatives.

The CCC's outdoor playground areas is enclosed by a wrought iron fencing. The fence’s entry/exit gate is secured. The footing in the area is varied. LPAs observed age-appropriate toys/play equipment in the play area which are suitable condition. Continued on 809-C

The play structures in the playground areas have adequate cushioning material to absorb falls. No bodies of water were observed on site. Waste receptacles with tight fitting covers were observed at the CCC.

A sampling of staff and children records were reviewed. The children’s records are complete and found to contain emergency contact information as well as immunization records, amongst other required licensing documents. Staff records were reviewed and contain required teaching qualifications, immunization records, and other required licensing documents. LPAs note the most recent fire drill at the CCC was completed on 10/17/24. Director noted no firearm or ammunition is stored on site.



This facility provides Incidental Medical Services – IMS. LPAs reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Facility Representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies were cited during today’s inspection. A Notice of Site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Facility Representative Sarah Davis.
