25 | On 11/4/24, at 1:30 PM, Licensing Program Analysts (LPAs) Elvin Baddley and Matthew Sapien conducted an unannounced Annual/Random inspection of the abovementioned Child Care Center (CCC). LPAs met with Denise Juarez, Site Supervisor of the CCC. LPAs explained the purpose and nature of the inspection. The facility is located on the grounds of Atascadero State Hospital (ASH). The preschool program operates Monday through Friday from 6:15 AM until 4:30 PM. Currently, the facility uses two buildings (501 and 510) for childcare services. It should be noted that currently building 510 is only being utilized for childcare, while building 501 is vacant and currently under repair. The CCC also utilizes a nearby playground for outdoor activities. LPAs toured the interior and exterior of the CCC. At the time of inspection, LPAs observed 7 children present, all of whom were napping.
LPAs observed required licensing forms and documents posted in the entry of the CCC. A menu is also posted nearby in a visible location. The CCC's sign in and sign out forms were also reviewed by LPAs. The forms contained the arrival and departure times of children in care. The classroom of the CCC is clean and orderly. The classroom has age appropriate toys, equipment, and other furnishings available to children in care. LPAs observed a carbon monoxide detector in the CCC. The carbon monoxide detector was tested at 3:06 PM and was found to be operational.
The CCC uses one restroom for children in care. The restroom, which has two toilets, is sanitary, free of toxins, and operable. Site Supervisor informed LPAs that children are monitored by CCC staff when using the restrooms. LPAs observed an operational refrigerator in the kitchen (an excluded area) which contained food for children in care. The CCC provides a morning breakfast and afternoon snack to children in care. Site Supervisor informed LPAs that children bring food each day from home for lunch. The CCC has filtered drinking water available for children inside and outside.
CCCs constructed before 1/1/20, must test their water (used for drinking and food preparation) for lead
