25 | On 10/1/21, at 8:45 AM, Licensing Program Analyst (LPA) Elvin Baddley conducted an unannounced Annual Continuation Inspection of the abovementioned Family Child Care Home (FCCH). LPA notes the FCCH was placed an increased inspection schedule on 11/5/20, for a period of two years as part of a Compliance
plan. LPA met with Maria Topete, Licensee of the FCCH and explained the purpose of the inspection. LPA, in the company of Licensee toured the interior and exterior of the FCCH. The FCCH’s living room, family room, backyard and restroom are used for child care services, while remainder of the home is excluded from child care. At the time of the inspection, four (two biological) children are present along with an Assistant (cleared and associated) providing supervision.
The FCCH was observed to be clean and orderly. The FCCH has ventilation to afford for the children’s comfort and safety. The FCCH was void of hazardous items. Medication in the home is stored in a cabinet in the kitchen as well as an upper stairs bathroom. Both areas are inaccessible to children in care and are excluded from care. Likewise, cleaning compounds are stored in a cabinet underneath the kitchen sink. The kitchen entry is barricaded by a child safety gate. Toys, furniture and equipment in the FCCH are age appropriate.
Required forms are predominantly posted on the wall near the entry of the FCCH. The FCCH’s living room has a fireplace which is barricaded by a child safety gate and inaccessible to children. LPA also observed a child safety screen at the base of the stairwell barricading children in care for the FCCH's upper story. The restroom used for child care is observed to be clean and free of toxins. LPA observed a combination smoke and carbon monoxide detector which is affixed to the ceiling of the family room. The detector was not tested as a child in care is sleep. However, LPA did see a blinking green light in the detector which notes functionality. The FCCH has a regulation fire extinguisher on site which was service on 4/9/21. LPA reminded the Licensee to either service or purchase a regulation fire extinguisher annually. The FCCH maintains working telephone services.
