25 | On 10/6/22, at 10:46 AM, Licensing Program Analyst (LPA) Elvin Baddley conducted an unannounced One Year Required inspection of the abovementioned Family Child Care Home (FCCH). LPA met with Joann Barcellona, Licensee of the FCCH and explained the nature of the inspection. LPA, in the company of the Licensee, toured the interior and exterior of the FCCH. The FCCH’s living room, dining room, backyard and hallway restroom are used for childcare services, while remainder of the home is excluded (i.e. kitchen, bathrooms, bedrooms, laundry room and garage). At the time of the inspection, eleven child are present, along with one assistant (cleared and associated).
The home is clean and orderly. Medication in the FCCH is stored in the home's master bathroom, while cleaning compounds are stored under the kitchen sink and in the home's garage. Both areas are excluded and inaccessible to children in care. Toys, furniture and equipment observed in the home are age appropriate. Required licensing forms and notices are predominantly posted on the wall of the home. The home’s living room has a fireplace which is screened by glass. LPA observed smoke and carbon monoxide detectors in the FCCH. Each detector was tested (11:10 AM and 11:12 AM ) and found to be operable. Likewise, the home has a regulation fire extinguisher which was service on 11/6/21 (expiration 11/6/22). LPA reminded the Licensee to either service or purchase a regulation fire extinguisher annually. LPA reviewed the home’s fire/disaster drill log and notes the most recent fire/disaster drill occurring on 8/21/22. The FCCH maintains an operable telephone services.
The backyard has varied footing and is enclosed by a wooden fence. The fence’s entry/exit gates are secure. The backyard is partitioned and separated by chain linked gate along the side yards. Toys and play equipment observed in backyard are age appropriate. No bodies of water are observed on site.
A sampling of the children records were reviewed. The records are current, complete and contained emergency contact information as well as children's immunizations. The Licensee's records are reviewed.
