32 | CCCs constructed before 1/1/20, are supposed to test their water (used for drinking and food preparation) for lead contamination before 1/1/23, and then every 5-years except after the date of the first test. For child care center licenses issued after 7/1/22, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). Through interview and record review, LPA confirmed that the lead water testing requirement is valid.
LPA observed daily routine schedules, required notices, and other relevant licensing documents posted prominently in the classrooms and in the lobby area. At the CCC, children's sign in and sign out sheets are completed through the Brightwheel application as well. LPA found that the CCC completed their most recent disaster drill on 3/9/26. Temporary Site Supervisor informed LPA that the CCC stays in compliance with conducting disaster drills every six months.
In the preschool classrooms, a carbon monoxide detector was tested at 10:51 AM. In the 2 year old classroom, a carbon monoxide detector was tested at 10:02 AM. In the stage room, a carbon monoxide detector was tested at 11:54 AM. All detectors were found to be operational. The CCC's smoke detectors were not tested by the LPA as the CCC's smoke detectors are integrated in the building's fire detection systems. LPA was informed that the fire detection system was recently tested by the Paso Robles Fire Department on 1/7/26. Cleaning supplies are stored in elevated shelves in the staff kitchen, classrooms, bathrooms, and in an outdoor storage containers. Sharps are stored on an elevated areas in the staff kitchen, classrooms, and bathrooms. No medication is currently on site as no children have the need for medication. LPA viewed a First Aid Kit in the CCC. The First Aid Kit was observed to contain appropriate supplies.
As mentioned prior, the CCC has access to an outdoor play yard. One yard that is connected to the 2 year old classroom and the other classroom for the other children is located in the rear of the property. The outside playground areas are enclosed by chain linked fencing throughout. The fence’s entry and exit gates in the yard are secure and furnishings in the area are age appropriate. The play equipment is free of sharp, loose, or pointed objects. The play structures in the outdoor playground areas have adequate cushioning to absorb falls (sand and rubber foam). The surface of the outdoor playground area is varied. The areas are made up of both concrete pavement, artificial turf, rubber foam, and sand. Shade is provided by various sun sails, metal pergola structures, large trees, and by the building itself. In an outdoor area that is inaccessible, LPA observed a locked and sizable shed. Temporary Site Supervisor informed LPA that childcare equipment is stored in the shed. In each yard, LPA observed water tables. LPA reminded the Temporary Site Supervisor of safe practices when it comes to water table usage. Facility Representative attested to LPA that children are always supervised while outside and that the outdoor area is inspected prior to letting children outside. (CONT. 809-C, Page 3)
