25 | On 10/27/25 at 9:30 AM, Licensing Program Analyst (LPA) Matthew Sapien conducted an unannounced Case Management Inspection at the abovementioned Family Child Care Home (FCCH) to deliver a follow up Decision and Order pertaining to Accusation/Exclusion Action (CDSS No. 7925052005) in the matter of Hannah Rubalcava. This Case Management Inspection follows an inspection conducted by LPA's Gigi Reyes and Matthew Sapien on 3/21/25.
LPA met with Licensee, Haydee Villa, and discussed the nature and purpose of the inspection. LPA also observed the Licensee's mother and husband (both cleared and associated) at the time of the inspection. During the visit, LPA also observed 7 children in care, 4 of whom were infants
LPA explained to the Licensee the Accusation/Exclusion Action which prohibits Hannah Rubalcava from employment in, presence in, and contact with clients of, any facility licensed by the Department, certified or approved by a licensed foster family agency, or any resource family home, and from holding the position of member of the board of directors, executive director, or officer of the licensee of any facility licensed by the Department, unless and until the Respondent successfully petitions for reinstatement, pursuant to Government Code section 11522.

During today's inspection, no deficiencies were cited. A Notice of Site Visit (LIC 9213) was issued and must remain posted for 30 days or a civil penalty of $100 may apply. Appeal Rights (LIC 9058) were also given (CONT. LIC 809-C, Page 2)
