On March 6, 2026 at 1:10 PM, Licensing Program Analysts (LPAs) Bill Billones and Elizabeth George conducted an unannounced inspection of the Child Care Center (CCC) to deliver findings for the above allegations submitted to the Department. LPAs met with Assistant Director Veronica Tamiso and together toured the facility. At the time of the inspection, LPAs observed 9 children under the care and supervision of 4 staff.

The complaint alleged staff did not ensure child was cleaned properly after changing child's diaper and a child sustained bruises due to staff neglect or physical abuse. The investigation consisted of three unannounced inspections. As part of the investigation, LPA conducted interviews with the Director, Assistant Director, staff, and parents of enrolled children. LPA also reviewed the children’s roster, children’s records, staff records, and the facility’s Guardian personnel roster.

Staff interviews indicated that the facility’s diapering procedures are consistent with the applicable regulations. The information provided during interviews demonstrated staff knowledge of, and adherence to, regulatory diapering practices.

Parents interviewed during the investigation reported they are satisfied with the care and supervision provided by the facility. Parents stated they had no concerns regarding staff practices, interactions, or the overall environment. Information obtained through parent interviews did not support or substantiate the reported allegations.

LPA also reviewed the facility’s closed-circuit television (CCTV) footage for the dates and times in question. Based on the portions of video observed, LPA did not identify any actions or conditions that would substantiate the reported allegations.

Although the allegations may or may not have happened and/or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur; therefore, the allegations above are determined to be UNSUBSTANTIATED.

An exit interview was conducted with the Assistant Director Veronica Tamiso. Copies of the Appeal Rights and the Notice of Site Visit (LIC 9213) were provided. The Notice of Site Visit must remain posted in a visible location for 30 consecutive days. Failure to comply with posting requirements will result in a $100.00 civil penalty.
