On 5/1/24, at 2:00 PM, Licensing Program Analyst (LPA) Elvin Baddley conducted an announced Prelicense Inspection of the abovementioned property and met with Applicant Gabrielle Romo. LPA informed Applicant of the nature and purpose of the inspection. Applicant informed LPA of the intention to maintain operating hours of a Family Child Care Home (FCCH) from 7:00 AM--5:00 PM, Monday- Friday. Applicant also intends to care for children 0 years of age to 12 years of age. Applicant was informed changes in licensing hours and/or the ages of children supervised and cared for can be altered upon notifying CCLD of the given modifications and/or changes. LPA notes no children are on site at the time of the inspection.

LPA, in the company of Applicant, toured the interior and exterior of the property in its entirety. The home to be used for care is a detached single room, single story dwelling located in the rear of the property. The aforementioned has an enclosed playyard on the side. The main residence in the front of the property, which share the same address, is a three bedroom, two bathroom, single story dwelling. The backyard yard of the main residence is enclosed by fencing exceeding five feet and has a swimming pool in the rear. LPA observed the main residence's backyard access gates secured by lock. The main residence and its backyard are exclude from child care services.

LPA observed the detached single story dwelling and main residence to be clean and orderly. The detached single story dwelling has spacing and ventilation for children in care. The aforementioned has no fireplace. The bathroom to be used for children care is observed to be clean and free of toxins. Sharps and cleaning compounds are located in elevated cabinets in this area. Medication on the property is located in an elevated cabinet in the kitchen of the main residence which is excluded from care.

LPA observed a regulation fire extinguisher (2A10BC) in the area for child care which was serviced on 10/31/23 (expiration 10/31/24). LPA reminded Applicant of the responsibility to service or purchase a regulation fire extinguisher annually. The area used for child care has operable smoke and carbon monoxide detectors which were tested (3:38 PM and 3:39 PM).

The backyard area of detached single story dwelling used for child care is enclosed by fencing. The footing in the area is cement. LPA observed no bodies of water in the detached dwelling's playyard. As mentioned previously in the report, the main residence's backyard has a swimming pool. The pool is enclosed in the main residences backyard by fencing which exceed five feet. The area is secured by lock. Children in care will be unable to access the main residence's backyard. Further, LPA reminded the Applicant children in care are not to use the pool in the main residence's backyard. LPA reminded the Applicant to ensure direct supervision of children in care when traveling beyond the property for outdoor activities. Additionally LPA reminded Applicant to replace outdoor play equipment and toys when such items began to degrade or are not in good repair.

LPA's record review revealed Applicant's Mandated Reporter training was completed on 1/4/24 (expiration 1/4/26), and Pediatric CPR/First Aid (EMSA approved) was completed on 1/6/24 (expiration 1/6/26). Applicant completed Preventative Health Training on 1/17/24 and a CCLD orientation certification on was obtained on 1/5/24. LPA reminded Applicant of obligation to maintain current training and certifications. The Applicant provided proof of control of property. Applicant does not have liability insurance for the home as of yet. LPA provided Applicant with Affidavit Regarding Liability Insurance form (LIC 282). Licensee informed LPA ammunition and firearms are on site. LPA observed storage of the aforementioned and notes ammunition and firearms are stored separately. There two dogs on site. LPA reviewed the vaccination records for the dogs which are current.

LPA reviewed with Applicant the LIC 311D, Forms/Records To Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA also informed Applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls of infant devices or their purchased equipment.

Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.



On this date, 4/15/23, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility address. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.



Exit interview conducted and report was reviewed with the Applicant Gabrielle Romo. The home does meets Title 22 Division 12 requirements of a Small FCCH License at this time, effective date of licensure is the present, 5/1/24.
