25 | On 6/23/26, at 12:00 PM, Licensing Program Analyst (LPA) Matthew Sapien conducted an unannounced annual random inspection of the abovementioned Family Child Care Home (FCCH). LPA met with Guadalupe Cuara, Licensee of the FCCH, and explained the nature and purpose of the inspection. The LPA, in the company of Licensee, toured the interior and exterior of the FCCH. The home is a 3 bedroom and 2 bathroom single story residence. The areas that are accessible for day care children are as follows: living room, garage conversion (space cleared on 7/15/24 by the Paso Robles Fire Department), kitchen, dining room, bathroom, and front yard. The remainder of the home is excluded from childcare services. Inaccessible areas are made secure by locks. At the time of the inspection, LPA observed 12 day care children present, none of whom were infants. Besides the Licensee, one assistant was present at the time of the inspection (cleared and associated).
LPA observed age-appropriate toys, furnishings, and equipment throughout indoor day care spaces. Within these areas, LPAs observed a number of storage cabinets, all of which contained items related to the day care. LPA observed the FCCH to be clean and orderly. The bathroom that is utilized for childcare is clean and free of toxins. LPA observed child safety latches added to the bathroom drawer. Licensee informed LPA that personal medications are stored in inaccessible bedrooms. One child currently requires medication and that medication is stored in an elevated kitchen cabinet. Sharps were also observed in an elevated kitchen cabinet. Cleaning supplies and chemicals are stored in an inaccessible area in the garage. LPA also observed an adequate First Aid kit in the residence for the day care.
LPA observed age-appropriate toys, furnishings, and equipment throughout the main playroom. LPA observed no fireplaces within the home. LPA did, however, one smaller dog in the household. Licensee informed LPA that the pet's vaccine records are current, however, doesn't having interactions with children in care. LPA observed relevant licensing forms and documents posted prominently to a wall in the entrance of the home. LPA also observed a couple of combination smoke and carbon monoxide detectors throughout the residence. At 12:40 PM, the detector was tested and was found to be operational. LPA observed a regulation fire extinguisher in the FCCH which was purchased last on 7/17/25. LPA reminded the Licensee to either service or (CONT. 809-C, Page 2)
