On January 9, 2025, at approximately 8:45am Licensing Program Analyst (LPA) Maria Olguin-Leon conducted an unannounced, annual inspection at Woodside Parents’ Nursery School. LPA met with Director Diana Arevalos and explained the purpose of the inspection. Present in the facility today were, Director, 3 staff, 2 parent volunteers and 10 preschoolers. All staff working in the facility have criminal background clearances and are associated to the facility. Facility is operating within capacity and in compliance with staff/child ratio. Facility operates a parent co-op school and utilizes parent volunteers. Facility operates preschool program from Monday to Thursday 8:30 AM to 12:15 PM & Friday 9:00 AM to 12:00 PM.

LPA and Director toured the facility for health and safety hazards. Facility operates a parent coop nursery school on the premises of Woodside Village Church. Program operates in three classrooms: classrooms #5, #6/#7 and #8. Classrooms #6 and #7 are used as one large classroom. Classrooms are clean and orderly with proper temperature and ventilation. There are plenty of age-appropriate toys, child size furniture, learning materials and art supplies, all in good repair. Classrooms are equipped with storage cubbies for children to store personal belongings. Storage cubbies for classroom #5 are located outside classroom. There is a restroom located in between classrooms #5 and #6/#7 with two working toilets, foldable changing table, and a working sink with no running hot water. Another restroom is in classroom #8 which has one working toilet and sink. There is a staff restroom located in on premises for staff usage only. All trash containers in restroom and in classroom have tight fitted lids. All cleaning products, chemicals and toxins are stored and locked in cabinet and inaccessible to children. Children do not nap at facility.

Outdoor playground is equipped with an age-appropriate climbing/slide play structure, child size furniture, water/sand tables, ride on toys, a large walk-in sandbox, and other age-appropriate toys, all in good condition. Sandbox is equipped with a tarp and properly covered when not in use. LPA observed water tables and water play trough with water, per Director water is emptied out each night and refilled daily for children to play. Canopies and sunshades are set up to provide shade to children in car. Playground flooring is equipped rubber cushioning and play structure is equipped tanbark to cushions falls. Playground is surrounded with a 5 ft fence. LPA did not observe any pools, spas, or other bodies of water. Per Director, there are no weapons or firearms on the premises.

Facility provides snacks to children in care: facility provides crackers and protein and parents provide fruit.. Snacks are stored in classroom #5 in cabinets and small refrigerator. LPA observed food was properly stored to prevent contamination. Children bring their own water bottles from home and are labeled with children’s names. Facility refills water with filtered water. First aid kits were observed in each classroom and are fully stocked with medical supplies. Incidental Medical Services were discussed. Sick children are isolated in office and away from other children.

LPA observed sign in/sign out sheet located in front of each classroom. LPA reminded Director to have parent’s sign full signature. Fully charged fire extinguishers are located in each classroom. Each classroom is equipped with working dual carbon monoxide/smoke detector. Facility is equipped with a landline phone and staff use cell phones to communicate with facility staff and parents.

LPA reviewed 5 children’s records 4 staff record. All the children's and staff records were complete. The facility has all necessary paperwork posted, Facility License, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law, and Emergency Disaster Plan. Last emergency drills were conducted on October 25, 2024, and October 31, 2024, and are properly documented. Per Director, two separate emergency drills were conducted, due to different schedules of children.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. LPA encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
