On July 22, 2024 at approximately 9:40 AM, Licensing Program Analyst (LPA) Janet Gil conducted an unannounced, annual inspection. LPA met with director, Scott Rosales an explained the purpose of the inspection.

Hours of operation are Monday to Friday 8:00 AM to 5:00 PM. Facility operates as a Montessori School. Present during inspection included 34 children with 8 staff members (including director). Facility is operating within capacity requirements and ratios at time of LPA's inspection. Facility is a two floor building. Preschool Program operates on both floors. The first floor consists of the downstairs classroom with a children's bathroom inside. Per director, the bathroom inside the classroom is adult size and only used by children in care with adult supervision when needed. There is also a separate children's bathroom outside the downstairs classroom. The second floor consists of two separate classrooms( Upstairs classrooms 1 and 2) and an additional children's bathroom.

LPA and director inspected facility, indoors and outdoors, for health and safety hazards. Program operates out of 3 classrooms. LPA observed classrooms to be clean, equipped with appropriate toys, materials, and furniture. LPA observed electrical outlets to be made inaccessible with outlet covers and furniture. LPA reminded director that all trash cans with any wet solid wastes must have proper coverings. Storage for children's belongings are located inside each classroom, labeled with each child's individual names. LPA observed classroom has enough sleeping cots available for all children in care enrolled who participate in a nap time. Per director, parents take home and wash sheets weekly.

LPA observed facility has an installation of a fire alarm system throughout the entire building. Facility also has multiple working carbon monoxide detectors on each floor. There is a fully stocked and accessible first aid kit in upstairs area. Facility has multiple fire extinguishers located through out the building. All poisons, cleaning solutions and hazardous materials are stored inaccessible to children on facility's high shelves.

LPA observed children's bathrooms to be clean and in proper working condition. Facility provides food service for snack only. Snack Menus are posted in each classroom. Parents and authorized representatives provide lunch food for enrolled children that is packaged and stored in each classroom. Lunches are labeled with each child's individual names. Water is available to children indoors and outdoors with children's water bottles and/or pitchers.

Outdoor area is fully enclosed and has age appropriate toys and materials that were in working condition. LPA observed play structure to contain padding underneath.

Children are signed in and out of facility through Bright Wheel's online system with a bar code to scan by the front entrance. Facility has license documentation and information properly posted and available for review in main entrance of facility. Preschool program conducts drills every month. Last conducted disaster drill was on 06/21/2024.

LPA reviewed 10 children's files and 8 staff files. Children's files were complete with a record of emergency identification information on file. Teacher's staff were incomplete. All teachers have a valid CPR/First Aid certificate that will expire 8/2025. All staff also have proof of required immunization that were made available for review. Mandated Reporter Training Certificates are also on file for each staff. One staff member does not have fingerprint clearance on file. Type A deficiency is being issued on this day in accordance with the California Code of Regulations, Title 22, see LIC 809D.

Facility was informed that as of September 1, 2016, a person may not be employed or volunteer at a child care facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662.

Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. LPA observed the completed certificate on file. LPA encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates.

Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Facility failed to test for lead water before January 1st, 2023. Type B deficiency is being issued on this day in accordance with the California Code of Regulations, Title 22, see LIC 809D.

LPA Gil informed director Scott Rosales that this report dated 7/22/2024 documents one Type A citation which shall be posted for 30 consecutive days as there is immediate risk to the health, safety, or personal rights of children in care.

Also, LPA Gil informed the director to provide a copy of this licensing report dated 7/22/2024 that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.

A notice of site visit was given and must remain posted for 30 days.
