On July 14, 2026, Licensing Program Analyst (LPA) Garcia conducted an unannounced complaint investigation to deliver the findings of the complaint and met with assistant director, Gloria Hilt. Present during the inspection was the assistant director and 2 other staff with 25 children.

Based on information obtained during the course of this investigation through interviews, and records review, it was found that the allegation of "Uncleared adults providng care to day care children, Staff are not adequately supervising day care children and Unqualified staff providing care to day care children". There were no sufficient evidence to prove the above allegation. Although the allegations may have happened or is valid, there's no preponderance of evidence to prove the alleged violation did or did not occur. Therefore, the allegation is unsubstantiated.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

On July 14, 2026, Licensing Program Analyst (LPA) Garcia conducted an unannounced complaint investigation to deliver the findings of the complaint and met with assistant director, Gloria Hilt. Present during the inspection was the assistant director, one other qualified teacher and an aide with 25 children.

Based on interviews conducted, pertinent information and observation gathered in the course of the investigation, the allegation "Staff did not ensure they were not out of ratio" is substantiated, meaning the preponderance of evidence standard has been met. During today's visit, LPA observed 2 qualified teachers with 25 children in the outdoor area, while the aide is inside the facility prepping and cleaning. A Type B violation has been issued for ratio in accordance with the Title 22 Division 12 of California Code of Regulations. See LIC 9099D.

Exit interview conducted and report was reviewed with assistant director, Gloria Hilt.

A copy of the report was given to the Area Manager along with a Notice of Site Visit, that must remain posted for 30 days.

Per facility director, Ravneet Lally (Reenu) will step in the next two weeks. The director will have part-time staff members fill-in and pick up hours until the enrollment numbers are lowered due to graduation.

Based on observation, interview, and record review, the facility did not comply with the section cited above during the staff breaks as there are two fully qualified teachers and one aide with no ECE units present supervising 25 children. During today's visit, LPA also observed 2 qualified teachers with 25 children in the outdoor area, while the aide is inside the facility prepping and cleaning.

This poses a potential health, safety or personal rights risk to persons in care.

Additionally, the director states that the owner will also try to step in and LPA also sugested going through a staffing agency.
