NARRATIVE
1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On August 27, 2024, at approx.9:10am Licensing Program Analyst (LPA) Maria Olguin-Leon met with Director Jerelyn Weber for an unannounced annual inspection visit. Purpose of inspection was explained. Present today, Director, 11 staff and 99 children. Facility is operating within capacity and in compliance with staff/child ratio. At approx. 11:25 pm, during staff file review, LPA observed S1 with no criminal background clearance, this poses an immediate risk to children in care. A type A violation was cited today for this deficiency. Facility operates a preschool program year-round from Monday to Friday 8:00 am to 6:00pm. LPA and Director toured the facility for health and safety hazards. Facility operates 5 preschool programs on the site of St. Ambrose Church. Classrooms are clean and orderly with proper temperature and ventilation. There are plenty of age-appropriate toys, child size furniture, learning materials, art supplies and sleeping mats. Storage cubbies are available for children to store personal belongings. Children’s restrooms are in each classroom, and all have working toilets and sinks for hand washing. There is no running hot water in children’s sinks. There is a separate staff restroom. All trash cans are equipped with tight fitting lids. All cleaning products, chemicals and toxins are stored and locked in cabinet and inaccessible to children. Per Director, parents provide sheet and blankets for napping and are sent home weekly for laundering or as needed. Outdoor play areas are equipped with age-appropriate toys, two slide/climbing play structures, ride on toys and other outdoor play equipment all in good repair. Playground areas are cushioned with rubber mulch and blue rubber foam to absorb falls. There is also a sand areas for children to play in. There are umbrellas and sunshades throughout outside playground areas to provide shade to children. The middle of playground area is equipped with artificial grass surrounded with cement for running and playing. The entire outdoors is completely enclosed with a 5 ft. wrought iron fence equipped with green mesh for privacy. There are no pools, spas, or other similar bodies of water on the premises. Children bring their own lunches from home and facility provides afternoon snacks for children in care. LPA observed monthly snack schedule to be posted. LPA observed snacks stored properly in cabinets and refrigerate to prevent contamination. Children bring their own labeled water bottles from home and are refilled at two water stations located at playground and in courtyard. First aid kit is fully stocked with medical supplies. Incidental Medical Services were discussed, and medication storage reviewed. Sick children are isolated in office and away from other children.

LPA reviewed electronic sign in/out sheet via ProCare app. Parents sign children in and out in the morning/afternoon using their telephones to scan QR code and a PIN #. Teachers also sign children into to classrooms. Facility is equipped with fully charged fire extinguishers; and working carbon monoxides detector located in each classroom. Smoke alarm is integrated into sprinkler system. Last emergency drill was conducted on 08/23/2024 and properly documented. Facility has a landline in each classroom and uses walkie talkies for communication with staff.

LPA reviewed 5 random children’s records 5 staff record. All the children's and staff files were complete. The facility has all necessary paperwork posted, Facility License, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law, and Emergency Disaster Plan.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. LPA encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates.

LPA informed the Director to provide a copy of this licensing report dated August 27, 2024, that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.

See page 809D for details of Type A violation issued today. Appeal Rights were provided to Director.

A notice of site visit was given and must remain posted for 30 days.
