On February 28, 2025, at approximately 8:15 a.m., Licensing Program Analyst (LPA) Zeynep Basak conducted an unannounced annual inspection, met with the co-principals Amanda Driscoll and the principal Cristina Haley arrived a short time later. The purpose of the visit was explained to the principals by the LPA.

The center is located on the same property as College Park Elementary School. The facility operates Monday to Friday from 8:30 am to 4:30 pm.

The principal, 30 staff (including co-principal, teachers, and paraeducators), and 213 preschool children in classrooms T1, T2, T3, T5, T6, T7, T8, T9, T10, T11, and T12 were present at the center. The facility operates within its capacity and complies with the staff/child ratio today.

LPA and the principal inspected the 11 classrooms, children's bathrooms, gross motor room (indoor play area), and outdoor play area. LPA observed that each classroom has smoke alarms carbon monoxide detectors and several fully charged fire extinguishers model 2A:10BC in the center. The co- principle stated the facility conducts a fire drill every month and the latest one was conducted on 1/22/2025.

LPA observed the facility has age-appropriate furniture, toys, and educational materials in each classroom. Each classroom's floor and rugs are in good condition and free of any hazards.

Sleeping mats were observed in the classrooms and the motor room. Per the principle, the facility provides sheets and blankets that were brought from home and every week sent home to be washed.

LPA observed the children's bathroom- toilets and sinks were clean, sanitary, and in working condition and the water temperature was proper.

LPA observed some chemicals in children's reach due to unlocked or broken lock cabinets, and the principal removed and put them on a higher shelf during the inspection and stated she would make sure all cabinets containing chemicals inside are properly locked or store the chemicals on a higher shelf. A Technical Violation will be issued today.

LPA observed the outdoor play area with the principal and found there is a variety of play and sports equipment available for the children. All play structures are in good repair and the playground is free from health and safety hazards.

LPA observed scissors and tweezers were missing from the first aid kit in the classrooms and LPA discussed it with the principal. Cristina stated she will buy them as soon as she could and during the LPA's inspection Cristina confirmed that she already ordered them. Per the principle, no child has an allergy and requires medication in the center at this time.
The principal stated the isolation area is available in the office for ill children to wait for their guardians.

According to Cristina, the facility provides breakfast, lunch, and afternoon snacks in addition to drinking water.
The facility is using a paper sign-in/out sheet LPA observed all authorized representatives have signed for today.
All posting requirements are met by the facility and the License, Parent's Rights, and California Child Passenger Safety Law observed by the LPA. The LPA reviewed the facility records, 12 children's files, and 6 staff files. LPA found all required documents in the children's file including immunization records, LIC 700, and Personal-Parents Rights. LPA also observed all necessary documents available in the staff file including Employee Rights and Mandated Reporter Training.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. PIN 22-05-CCP LPA observed the facility has completed lead water testing on 11/17/2022.


The principle was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

A notice of site visit was given to the principal and must remain posted for 30 days.

An exit interview was conducted, and the report was reviewed with the principal, Cristina Haley.
