On 11/26/2024, at approximately 11:15AM, Licensing Program Analysts (LPAs) Jonathan Tse and Jaclyn Naves conducted an unannounced annual inspection at the facility. LPAs met with Director Ingrid Orellana (D1) and explained the purpose of the visit. Present during the visit was the Director, eight staff members, and 37 preschool age children. The facility is operating within staffing and ratio requirements on this day.

The facility is located on the premises of Barrett Community Center, using Rooms 5, 8, and 9. LPAs and D1 inspected the facility for any health or safety hazards. The facility was observed to be in clean and orderly condition. There are fire extinguishers present in each classroom. LPAs advised that all fire extinguishers shall be fully charged. D1 stated that they understood. There is a fire alarm system running throughout the facility. There are carbon monoxide detectors present in each room. Per D1, carbon monoxide detectors are serviced every year. Poisons, cleaning detergents, and other chemicals are stored inaccessible to children in care. Electrical outlets are covered or blocked when not in use. There are temperature and ventilation controls present for the comfort and safety of children in care. There are first aid kits present in each classroom.

LPAs observed there to be age-appropriate toys and learning materials present in each classroom. Furniture was observed to be age-appropriate and free of rough or sharp edges. Non-slip rugs are used in each classroom. Children nap on cots that provided by the facility. Blankets and bedding are brought from home and taken back once a week for cleaning. Lunch and water bottles are brought from home. The facility provides snacks and refills water from non-contaminating fixtures. LPAs observed handwashing sinks and toilets to be operational. Medication is stored appropriately and labeled.

LPAs observed the outdoor play area to be enclosed by a fence that is at least four feet high. The outdoor play area is free of debris and other loose materials. There are age-appropriate toys and equipment available for children in care. There are play structures that are cushioned with resilient padding in the form of woodchips. There are no swimming pools or similar bodies of water present in the facility.

LPAs reviewed six staff records, six children’s records, and facility records. There is at least one staff member present with current Pediatric First Aid/CPR training. All staff have current Mandated Reporter Training certificates on file. Staff qualifications and immunization records are available for review. All children’s files were observed to be complete. All required postings were observed to be posted in each classroom. The last emergency drill was conducted on 11/15/2024. All emergency drills are properly logged and documented. LPAs verified that children are signed in via paper sign in and out sheets.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a
maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.
