On October 17, 2024, at approximately 1:40pm, Licensing Program Analyst (LPA) Maria Olguin-Leon conducted an unannounced annual inspection and met with licensee Ruth Brown, and purpose of inspection was explained. Present during today’s visit was Licensee, 3 helpers, and 10 children (1 infant, 6 preschoolers and 3 school age). Facility is operating within capacity ratios. All adults present today have criminal background clearances. Facility hours of operation are Monday - Friday from 8:30AM to 5:30PM.

LPA and Licensee toured the home for health and safety hazards. Home is a single level home. Day Care Areas: Main daycare room, living room, bathroom #1(located in daycare room), kitchen, dining room, utility room (walk through only between dining room and daycare room) and backyard. Off Limits Areas: All five bedrooms and bathrooms located in off limits areas, and garage. Isolation area: for ill children will be in dining room or outside and away from other children. LPA observed home to have good lighting and proper ventilation. LPA observed electrical outlets are secured with furniture. Off -limits area is equipped with a child proof gate for inaccessibility to children in care. Fireplace located in living room is properly barricaded with a glass door with a lever and a screen. Kitchen cabinets are secured with child safety latches. Cleaning supplies and other potentially harmful items are stored inaccessible to children. There are plenty of age-appropriate toys, books, child size furnishings, learning material, art supplies and sleeping mats. Playground area has age-appropriate toys which include a climbing dome, slide play structures, a swing set, ride on toys and child size furniture all in good condition. Playground flooring is artificial grass to cushion falls and a cement patio. There are umbrellas, sunshade sails and patio gazebo to provide shade to childre. Off limits outdoor areas are secured with fencing and locked gates. LPA observed a jacuzzi in backyard, which is not currently being used and has equipment stored on top of lid. The entire backyard is surrounded with a 5 ft. fence. Licensee owns two dogs, LPA reviewed updated vaccinations for dogs.

Home is equipped with a dual carbon monoxide/smoke detector, per licensee detector is new. LPA did not test due to sleeping children. A fully charged fire extinguisher is located in utility room secured to wall. LPA reviewed first aid kit and kit is fully stocked. Licensee uses a cell on the premises and had a landline. Per licensee, there are no weapons or firearms in the home. Licensee provides sheets for sleeping mats/playpens and are washed weekly or as needed.

LPA reviewed 5 children’s files and 2 staff files. All files were complete with all required documents. Licensee carries liability insurance via DCI Insurance which is effective 01/2024. Licensee maintains an updated Children’s roster. Licensee CPR/First Aid is current and expires 01/2026. Licensee Mandated Reporter training expires 05/2025. Licensee provides meal to children in care, which includes morning snack, lunch, and afternoon snack. LPA observed Childcare License, Emergency Disaster Plan (LIC610A) and Parent's rights posted. Per licensee, emergency drill will be conducted this month for fire safety week.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. The Licensee was reminded about the Provider Information Notices (PINs) on the CCLD website. Licensee was informed that as of September 1, 2016, a person may not be employed or volunteer at a childcare facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662. LPA reviewed AB 1207 with the Licensee.

As of January 1, 2018, all staff must complete Mandated Reporter Training every two years. LPA reminded licensee about Mandated Reporter training available www.mandatedreporterca.com

LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensees of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the LICENSEE, Ruth Brown Silveira confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.



No deficiencies were issued today under Title 22 Division 12, of the California Code of Regulations.

A notice of site visit was given and must remain posted for 30 days.
