On March 4th, 2024, at approximately 12:400 PM., Licensing Program Analyst (LPA) Janet Gil arrived at the KinderCare Learning Center to conduct an unannounced, annual inspection. LPA met with Director, Michele Bermudez, and explained the purpose of the inspection.

Facility is a combination center with a preschool and infant license. Present during inspection included 41 children total and 27 staff members, including director (6 staff members under preschool license). Facility is operating within capacity requirements and ratios at time of LPA's inspection.



Hours of operation are Monday to Friday, 7:00am to 5:45pm. Facility is a single level facility that includes 7 classrooms. 3 classrooms for the infant license and 4 classrooms for the preschool license: Preschool, Pre-K and Kindergarten classrooms.

With director, LPA inspected entire facility, indoors and outdoors, for health and safety hazards. LPA observed classrooms to be clean and equipped with age-appropriate toys and materials. Storage for children's belongings is located inside the classrooms, labeled with each child's individual name. LPA observed facility has an installation of a fire alarm system as well as a fully charged, fire extinguisher located in the Preschool 1 room. Each classroom has cots for each child as well as their own blanket. Each classroom has an available emergency first aid kit back pack and a binder with any allergies a child has (id any). There are multiple children enrolled with prescribed medication epi-pens. The facility stores medication inside the Director’s office, inaccessible to enrolled children and maintained with proper documentation. All prescribed medication is kept in original packaging.

All poisons, cleaning solutions and hazardous materials are stored inaccessible to children in off limit areas to children. The facility offers snack and cooked lunches. Menus are posted in the entrance of the facility visible to parents, as well as in each classroom. Water is available to children indoors and outdoors. Per director, children bring their own water bottles and refill them with tested water fountain outdoor, when children have outdoor play.

All the outdoor area is clean and orderly. LPA also observed outdoor shaded areas. There is a variety of outdoor equipment that is in good working condition. Children are signed in and out of the facility with parents' signatures in the front office. The facility has license documentation and information properly posted and available for review at the entrance. There are no pools or bodies of water on the promises.

LPA reviewed facility records that included 5 children's records and 5 staff records. LPA observed children's records to be complete. There were multiple staff members who have an up-to-date CPR & First Aid certificate. LPA observed that staff records were complete. All staff members had up to date Mandated Reporter Training on file. Emergency drills are conducted at least once every six months and are properly logged and documented. The last emergency drill was on 3/14/2024.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Facility was informed that as of September 1, 2016, a person may not be employed or volunteer at a childcare facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662.

The Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. LPA observed the completion certificate on al files except one(S2). LPAs encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates.

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies were issued under CCR, Title 22, Division 12.



A notice of site visit was given and must remain posted for 30 days.
