25 | On June 7th , 2023 at approximately 12:25pm, Licensing Program Analyst (LPA) Tapia-Mandujano conducted an unannounced, case management inspection to RCSD- Taft CDC for the Action Level Exceedance (ALE) of Lead in child Care Center's water. LPA met with Program Manager, Tracy DaCosta and explained the purpose of the visit.
Present in the CDC room is three staff. Facility is an AM/PM Program and the children arrive at 4pm. There are a total of 16 preschool age children enrolled in the PM program. Facility operates within the Taft Elementary School. Facility is licensed to operate out of 1 classroom.
LPA discussed the new Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018 requires the Lead Testing of water in the Child Care Center with Program Manager, Tracy DaCosta and conducted a health and safety check with the three staff present during the inspection. All Child Care Centers that are located in buildings constructed before January 1, 2010, must have their water tested and post the results by January 1, 2023, and every 5 years after the date of the first testing.
The facility received the ALE report from the Vendor on 05/16/2023. Test results for this facility that exceeded a higher level of parts per billion (ppb) allowed, 5.5 ppb. The faucet that exceeded in lead is located in CDC1 which is the office, where children are not supervised. The facility was proactive in getting facility faucets and sinks tested. Facility has removed the drinking faucets that exceeded levels of lead and is currently out of order. The facility took action to contact the facility's management to repair and blocked fixtures/faucets.
Due to the location of the faucet that exceeded a higher level of lead not being located in the room where children are not supervised a citation will not be given. Due to the location of the faucet and it not being used any longer, facility will not be retesting.
LPA obtained the copies of the Child Care Center Sampling Checklist (LIC9276), Facility Sketch (LIC999).
A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
