On September 24, 2024 at approximately 2:35pm, Licensing Program Analysts (LPA) Melissa Zaragoza and Catrina Quimbo, conducted an unannounced, annual inspection. LPAs met with the director, Julie Fernandez, and explained the purpose of the visit.

Highlands Recreation district is a combination facility with infant, preschool and school age components. Preschool program is located in the Early Education building. Preschool program operates in two classrooms: Tigers class and Chameleons class. Both classrooms have children with mixed ages, 2- to 4-year-olds. The children’s bathroom is in between both classrooms, shared between the programs.

Hours of operation are Monday through Friday 7:30am to 6:00pm. Present during LPA's visit was the director, 21 preschool age children and 4 teachers. There are two teachers per classroom. Program is operating within capacity limits and ratio during LPAs' visit.

LPAs inspected facility, indoors and outdoors, for health and safety hazards. Classroom includes a variety of toys and materials that were in good condition. LPAs observed classrooms to have age-appropriate furniture, equipment, and materials. LPAs observed cleaning materials to be stored in high shelves, inaccessible to children in care.

Children sleep in classrooms. Children sleep in their individual mats. LPAs observed mats to be stored in a closet, labeled with each individual child’s name. LPAs did not observe sheets to be touching each other. Per director, the center provides the sheets. Sheets are clean and maintained by handing them to parents, weekly, for wash.

Each classroom is equipped with a fully charged fire extinguisher, first aid kit, and smoke detectors. Per director, there are carbon monoxide detectors installed in high ceilings in each classroom. LPAs could not test carbon monoxide detectors during the inspection because due to the high ceilings. Per director, smoke alarm is connected with the entire facility, and could not be tested during visit. Storage for children's belongings is in classrooms. Childrens cubbies are labeled with children's individual names and photo.

Bathroom for children was observed to be clean. Sinks and toilets were in working condition. Bathroom was equipped with appropriate sanitation products. There is a diaper changing table for diapering children. LPAs observed bathroom to have trash can bins with tight fighting lids. LPAs observed children’s diapers to be stored and properly labeled with each child’s name on it. LPAs observed no cleaning solutions, poisons, and other hazardous materials to be stored in bathroom. LPAs did not observe any accessible poisons or chemicals in classroom.

Program provides snacks only. Per director, children bring lunch from home. Snack is prepared in facility's kitchenette. LPAs observed kitchenette with a refrigerator and sink to be clean with labeled food appropriately stored and maintained. LPA observed poisons and chemicals to be stored separately from food items. Per director, children store their lunch bags in their individual cubbies. LPAs observed children’s individual cubbies to be labeled with their names and photos.

Outdoor area is entirely enclosed and fenced. LPAs observed outdoor play area to have an overhead tarp for shade. LPA observed play structure to have tanbark flooring. Outdoor materials are stored outside in bins, that was observed to be in good working condition.

Program uses Bright wheel for the sign in/sign out system. Children are properly signed in during LPAs’ visit. LPAs observed licensing posters and documents to be properly posted, outside of the two classrooms. Program’s last disaster drills was conducted on April 29, 2024.

LPAs reviewed 5 facility staff records which were complete and had all required documents. LPAs reviewed 6 children facility records which were complete and had all required documents. Children's records have emergency information on file. Multiple staff on site have a current CPR/First Aid certification. All staff records reviewed include a current Mandated Reporter certification. Staff records also include required immunizations that were made available for review.

Director was reminded all staff hired are required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

During visit, director provided documentation Early Education building was built after 2010. Director will submit additional proof of when building was built.

LPA's discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage athttps://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records .For IMS information see PIN 22-02-CCP. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies were cited today.

A notice of site visit was given and must remain posted for 30 days.

Exit interview conducted and report was reviewed with the director, Julie Fernandez.
