On 9/3/2024, at approximately 8:50 AM, Licensing Program Analyst (LPA) Basak met with Director Diana Ji for an unannounced annual inspection. The purpose of the inspection was explained to the director. Present in the facility are the director, 1 teacher, 2 parents, and 14 children. The facility operates within its capacity and complies with the staff/child ratio on this day. The facility operates daycare from Monday through Friday, 8:00 a.m. to 5:00 p.m.

LPA inspected 1room and the two outdoor spaces. The LPA observed facility has smoke detectors, carbon monoxide detectors, and 1 fully charged fire extinguisher model 2A10BC in the office. The facility has a working telephone on site. All cleaning solutions, poisons, and other chemicals dangerous to children are stored inaccessible to children. The facility has age-appropriate furniture. The facility floor and rugs are in good repair and free of any hazards.

There are first aid supplies available in the classroom. There are 3 toilets and 3 sinks in through the hallway and they are in sanitary and working condition. The facility has enough sleeping cots/mats and sheets/blankets brought from home. According to the director, the facility provides only a p.m. snack, and a.m. snacks and lunches are brought from home.
Per the director, the children are provided drinking water with a filtered pitcher in the classroom and outdoors.
LPA observed outdoor areas and play structures are free from health and safety hazards. There are a variety of equipment available for the children. There are also sheds/bins and storage areas for the toys when they're not being used. The facility has a public park by the outdoor playground. Per the director, they have parents sign the field trip form to take children to the park every day.

According to the director, the facility is using an electronic sign-in/out app called Bright Wheel. LPA verified all authorized representatives had signed for the day.

LPA observed the facility has some required documents that are not posted, LIC 610 and PUB 269 and LPA advised the director to fill out and post them during the visit.

The facility has an emergency drill log and the last drill was conducted on February, 2024. Per the Director, drills are done every 6 months.

LPA reviewed the facility records, and 5 random children's files, and all required papers were available in folders. LPA reviewed 3 staff files with qualifying requirements such as ECE Units, CPR, and Mandated Reporter Training and all are valid, and the certificates were in the file.



The Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption or transfer their existing clearance or exemption prior to initial presence in a Child Care Center.
A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

The facility was informed that as of September 1, 2016, a person may not be employed or volunteer at a childcare facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662.

The director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com.

LPA encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates.

Per the director, the facility has only 1 child with an allergy at the time and does not require any medication.

Incidental Medical Services (IMS) policy was discussed. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA checked the facility lead testing record on the website and found the results had not been uploaded to the database. LPA verified the facility has completed lead testing on December 14, 2022, and passed the test. LPA received a copy of the report and advised the director to contact with the company to upload the result to state database system and inform us upon uploaded.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

No deficiencies were cited today under CCR, Title 22, Division 12, Chapter 3. This report must be available in the facility for public review.
