NARRATIVE
1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On January 22, 2024 at approximately 8:50am, Licensing Program Analyst (LPA) Catrina Quimbo, conducted an unannounced, annual inspection. LPA met with site manager, Paul Biggs, and explained the purpose of the inspection. Program is a combination center of a preschool and an infant program. Hours of operation are Monday through Friday 7:00am to 5:30pm. Under the infant license, there are two classrooms: Infant and Toddler. Under the infant license, there are 11 infants present with 5 teaching staff. Facility is operating within capacity limits and ratio during LPA's visit. All staff present have fingerprint clearance on file. With site manager, LPA inspected the day care areas for health and safety hazards. Program separates the infant children between the classrooms based on age and capability of the infant walking. LPA observed both classrooms to have proper temperature and ventilation. Infant classroom (Room #1) was observed to be clean, equipped with appropriate toys, materials and furniture. Infant classroom is separated into multiple sections that includes areas for infant eating, crawling/"tummy time" and sleeping. Flooring in infant classroom includes carpets and rugs that were observed to be clean and in good condition. There is a diaper changing table in the classroom that is within arm's reach to an adult sink and separate from where children eat. Garbage bins to dispose of soiled diapers were observed to have tight fitting lids. LPA observed cabinets and drawers to have child safety locks installed. LPA observed poisons and chemicals to be stored behind child safety locked cabinets and/or in the classroom's high shelves. Sleeping area for infants was observed to include both cots and cribs. LPA observed cribs to be free of loose articles, materials and objects. Cribs were observed to have mattresses with tight fitting sheets. LPA observed program to maintain sleeping logs for napping infants. Sleeping logs include the 15 minute time check of when the napping infant was last checked on, any comments staff may have about the infant while sleeping, and the signature of the staff member checking on the infant. Toddler classroom (Room #2) was also observed to be clean, equipped with appropriate toys, materials and furniture. LPA observed electrical outlets in classroom to be made inaccessible with child safety covers. Flooring in toddler classroom also includes carpets and rugs that were observed to be clean and in good condition. The diaper changing station is made inaccessible to children with a child safety gate. Cabinets in diapering area were also observed to have child safety locks. LPA observed garbage bins in classroom to have tight fitting lids. Storage for children's materials are located in the classroom, labeled with the child's individual names and photos. Cots are utilized for napping infants in toddler room. LPA observed sheets to be appropriately stored so that they are not touching each other.

Both classrooms were observed to have licensing documents to be properly posted and made available for review. Infants are currently signed into program with authorized representatives' written signatures. LPA observed children to be properly signed in on today's date. Both classrooms include a fully stocked first aid kit, emergency backpack, fire sprinklers, fire alarm system and multiple dual smoke/carbon monoxide detectors. LPA was unable to test detectors due to placement in high ceilings.

Infant children have an outdoor area that is exclusive for infants' use. Infant area was observed to have appropriate outdoor equipment. LPA did not observe any bodies of water on site.

LPA reviewed facility records that included 5 random infants' records and records for teaching staff present. LPA observed infant records to be complete. Infant records include infant needs and services plan as well as individual infant sleeping plans. Teaching staff records were also complete. Staff records include current Mandated Reporter teaching certifications, required immunizations and current teaching permits. All staff present have a current CPR/First Aid certification. LPA reminded site manager Mandated Reporter certifications must be renewed every two years and must be completed by all staff working with children.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care
Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

LPA verified that the lead testing was completed in accordance to the Written Directives
outlined in PIN 21-21.1-CCP.

LPA discussed the safe sleep regulations with director and
discussed the Child Care Licensing Safe Sleep webpage at
https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies were issued during today's visit. A notice of site visit was given and must remain posted for 30 days.

Exit interview conducted and report was reviewed with the site manager, Paul Biggs.
