13 | On August 21st, 2025, at approximately 9:15 AM, Licensing Program Analyst (LPA) Gil made an unannounced initial complaint visit. LPA met with the director, Kelley Wheatley. The purpose of the inspection was explained. LPA toured the facility with the director and inspected for health and safety hazards. Facility is a combination program of an infant and preschool license. Present in the facility for the infant license were 14 enrolled children and 6 staff members (including the director). Program is operating within capacity limits and ratios during LPA's visit. All present staff have fingerprint clearance on file.
During today's inspection, LPA collected pertinent documents related to the allegation mentioned above, and staff interviews were conducted. LPA received copies of facility children's roaster, teacher schedule (LIC 500), and staff handbook. Based on interviews conducted, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. California Code of Regulations, Title 22, Division 12, Chapter 1, are being cited.
