On February 1, 2023 at approximately 2:30pm, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, case management inspection. LPA met with program manager, Ruby Andrade, and site supervisor, Edanet Rodriguez, and explained the purpose of the visit. Program requested to increase capacity from 120 school age children to 200 school age children (TK to 5th grade).

Newton program operates at Encinal Elementary School that follows the Menlo Park City School District. The facility will operate Monday to Friday 2:35pm to 6:00pm.

Present are 80 school age children with 12 staff members. Program is operating within capacity limits and ratio during LPA's visit.

Newton Program is licensed to operate in classrooms #1-4, 8, 9, 11, 13A, 17, 24A, 27, 28, 33, Library, Staff Lounge, small and large multi-purpose rooms, and school stage. Spaces currently being used during LPA's visit includes Room #8 (Kindergarten), 13A (1st grade), 33 (2nd grade), staff lounge (2nd grade) and Room #11 (3rd through 5th grade). School district received fire clearance 10/2021.

The school age program is exempt from requirements for indoors and outdoor space square footage and toilet/sink ratios. No measurements were taken during LPA's visit. The facility was inspected, indoors and outdoors, for health and safety hazards. LPA's visit also included the inspection of classrooms #17-20 for potential Newton access.

LPA observed classrooms currently being used to be clean and orderly. Each classroom and space is equipped with age appropriate materials and furniture that were in good working condition. Newton program carries emergency backpacks for each grade/group that is equipped with a carbon monoxide detector, first aid kit, emergency contact information and children's incidental medication. Each classroom has a fire alarm system that is maintained by school district.

Classrooms are equipped with school district garbage cans/bins that are disposed of daily by school district site's janitorial services. Storage for children's belongings are located inside or outside each classroom. Water is made available both indoors and outdoors through accessible water fountains and/or children's individual water bottles that can be refilled on site.

Newton program has access to multiple restrooms on site. Restrooms are located outside older student playground/ black top area and inside small gym. LPA observed restrooms to allow for individual privacy. LPA also observed restrooms to be cleaned daily by school district site's janitorial services. Staff have access to adult restrooms located in staff lounge and next to art room.

Newton program has exclusive use of outdoor area that includes an older student playground, basketball area, baseball field, and kindergarten playground. LPA observed play ground to be equipped with appropriate materials that belong to Newton program. Playgrounds are also equipped with climbing structures that were observed to have resilient padding underneath. Newton staff are aware all enrolled children using the outdoor areas will always be supervised and monitored. Per site supervisor, children are grouped based on their grade and are always supervised.

Program manager was reminded that all adults, 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

After today's visit, LPA will approve capacity increase for 200 school age children. Upon approval of school district, LPA will also approve classrooms #17 through #20 for Newton program's use.

A notice of site visit was given. Exit interview conducted and report was reviewed with site supervisor, Edanet Rodriguez, and program manager, Ruby Andrade.
