25 | On April 3, 2025, at @ 1:30pm Licensing Program Analyst (LPA) Maria Olguin-Leon met with Program managers, Ruby Andrade and Anny Kazmi for an unannounced annual inspection. Purpose of inspection was explained. Present today, both Program Managers, 12 staff and 108 school age children. All adults have criminal background clearances. Facility is operating within capacity and in compliance with staff child ratio. Facility operates after-school program from M, T, W, & F from 2:25pm-6pm and TH from 1:25pm-6pm. Facility follows the Menlo Park City School District Calendar.
LPA and Program managers toured the facility for health and safety hazards. Facility operates after school program on the campus of Encinal Elementary School. Program is licensed to operate in the following classrooms: #1-4, 8, 9, 11, 13A, 17, 18, 19, 20, 24A, 27, 28, 33, Staff lounge, both multi-purpose rooms, library and school stage. Currently the only classrooms being utilized are classrooms: #11, 13A, 17, 18, 33, Library, and staff lounge. LPA observed classrooms to be clean and orderly with proper ventilation. There are plenty of age-appropriate toys/games, art/crafts material, furniture and learning materials all in good repair. Children’s belongings are stored outside on classrooms on hooks. All trash containers have tight fitting lids. Facility shares bathroom with school and there are separate bathrooms for boys and girls. There is a separate staff bathroom on site. Facility uses two school playground, one playground is used for older children and has a swing set, basketball courts and a large play slide/climbing structure. Second playground is equipped with a small play structure and sandbox, all in good repair. Play structures are equipped with rubber flooring to cushion falls. There is a large blacktop area and grassy area for children to run and play on. No pools or bodies of water were observed. LPA observed sunshades to provide shade to children.
After school program provides snacks for children in care. Food is properly stored and labeled in cabinets and refrigerator to avoid contamination. Children bring their own labeled water bottles and water is refilled with refilling stations. LPA observed fully charged fire extinguishers in each classroom. First aid backpacks are available and fully stocked with first aid supplies and carbon monoxide detectors are stored in backpacks. Isolation area for sick children is lounge or other room not in use and away from other children. All cleaning products, chemicals, and toxins are inaccessible to children and locked in storage cabinets. LPA reviewed sign in/out on Brightwheel App. Staff sign in children into after school and parents sign children out using a PIN#. LPA observed each classroom equipped with a fire alarm sprinkler system that is maintained by school district.
