25 | On March 18th,2024, Licensing Program Analyst (LPA) Kassandra Medrano conducted an unannounced, case management inspection regarding lead testing for childcare centers. LPA met with Director/Licensee, Meiling Huang, and Joseph Wyffels, Controller, and explained the purpose of the inspection. Present during visit included 26 children and 5 staff.
Per conversations with director, she stated that facility has water delivered monthly to facility, and children's personal water bottles are filled through the filtered water jugs that are in each classroom. Director stated that they were informed that if they only provided water through filtered water they did not need to test. LPA advised program to apply for waiver or test.
LPA discussed Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018 requires the Lead Testing of water in the Child Care Center with the facility representative during the inspection. All Child Care Centers that are licensed in buildings constructed before January 1, 2010, must have their water tested and post the results by January 1, 2023, and every 5 years after the date of the first testing.
As of this date, facility has not completed lead water testing that is in accordance with the Written Directives outlined in PIN 21-21.1-CCP. LPA referred facility representative to the Department website for lead: Toxicity Prevention and Water Testing Information.
Facility is being cited a Type B citation for not completing lead water testing requirement prior to due date. A plan of correction was discussed, and appeal rights were provided.
A notice of site visit was given and must remain posted for 30 days.
