On February 20, 2025, at approximately 8:15 a.m., Licensing Program Analyst (LPA) Zeynep Basak conducted an unannounced annual inspection, met with the facility director, Molly Walsh, and explained the purpose of the visit.

The facility operates within its licensed capacity and complies with the required staff-to-child ratio. On the day of the inspection, LPA observed five staff members and 21 children (toddlers and preschoolers) present.
According to director there are four children attending part-time, and the staff rotates them to maintain ratio requirements.
The director confirmed the facility operates Monday through Friday from 8:00 AM to 4:00 PM.

LPA verified staff members’ background clearance on the Guardian website.

The facility has four daycare rooms, two bathrooms, and an outdoor play area. LPA observed each classroom contains age-appropriate furniture, toys, and educational materials. The floors and rugs were observed to be in good condition and free of hazards. The sleeping cots were observed in a designated area, and per the director individual blankets and sheets are provided by parents.

LPA observed the children’s bathrooms are clean, sanitary, and in proper working condition, with appropriate water temperatures. LPA observed cleaning supplies and chemicals are stored securely, made inaccessible to children. LPA observed the facility is equipped with a carbon monoxide detector, several smoke alarms, and a fully charged fire extinguisher (model 2A:10BC) located in the kitchen.

Per the director an emergency drill is conducted monthly, and the most recent drill held on February 14, 2025.

LPA observed the outdoor play area includes a variety of play and sports equipment, all in good condition and free of health and safety hazards.

LPA observed the facility has a fully stocked first aid kit and a functioning telephone. The director verified there are three children with known allergies, in case of emergencies, the facility has protocols to contact parents or emergency services. The director stated that the office or the front porch is designated as an isolation area for ill children awaiting their guardians.

Per the director, the facility provides snacks, while parents supply breakfast and lunch for their children. The facility uses an electronic sign-in/out app called Bright Wheel, and LPA verified all authorized representatives signed for the day.

LPA reviewed facility records, including eight children’s files, and five staff files, and found all required documents placed in the file such as immunization records, LIC 700 forms, and Personal-Parent Rights. LPA observed the director has a valid CPR+First Aid which expires on 8/2026 and Mandated Reporter Training expires on 8/2026.

LPA observed all posting requirements were met, including the Parent’s Rights, California Child Passenger Safety Law, and facility license.

The director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com.

The director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

The director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES:
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.
