25 | On April 25, 2024 at approximately 1:40pm, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, case management visit to Star Academy Preschool, in regards to lead testing for childcare centers. LPA met with licensee, Josephine Chetty, and explained the purpose of the visit.
Present during visit included licensee with 2 preschool age children. Star Academy Preschool program is licensed to operate on Colma Elementary School site in Classroom #11 and #12. Currently, preschool program is operating in classroom #12 only.
There are 2 water fixtures in classroom #12 (1 sink in bathroom and 1 sink in classroom). Per licensee, water fixtures are used for hand washing only. Food service is provided that includes morning and afternoon snacks only. Per licensee, children bring their own meals and individual water containers to facility. Per licensee, if needed, children's individual water containers are refilled on site through store bought water bottles.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care
Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
As of this date, facility has not completed lead water testing that is is in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Facility has not completed lead water testing due to water fixtures not being used for food preparation or drinking purposes. Licensee has not submitted attestation that fixtures are not used for food preparation or drinking purposes by due date of January 1, 2023. Facility is being cited a Type B citation for not completing lead water testing requirement or submitting attestation prior to due date. A plan of correction was discussed and appeal rights were provided.
A notice of site visit was given and must remain posted for 30 days.
