On October 30, 2025 Licensing Program Analyst (LPA) Garcia conducted a complaint inspection in response to the above complaint allegation. LPA met with Licensee Victoria Santos Moneyhun and explained purpose of inspection. There were 7 total children (4 infants and 3 preschool age) present with 1 helper with the Licensee in the FCCH.

During today's inspection, LPA conducted an interview with the Licensee and gathered pertinent documents such as children's roster and photographs of the facility.

Based on LPA observations upon arrival, there were 2 infant children napping and the doors were closed. LPA also observed one bouncer in the facility that one preschool age child was strapped to at LPA's arrival. Therefore, the preponderance of evidence standard has been met, therefore the above allegation(s) is found SUBSTANTIATED.

LPA conducted exit interview with Licensee, Victoria Santos Moneyhun.

(j) The provider shall supervise infants while they are sleeping and adhere to the following requirements:
(5) If the infant is sleeping in a separate room from where the provider is stationed, the door to the room the infant is sleeping in shall remain open at all times.

(A) The provider shall be able to visually observe the infant without moving the door.

LPA and Licensee discussed Infant Safe Sleep Regulations. LPA advised to always keep the doors open for infant children napping. During the visit, the infant children woke up from nap and were removed from the nap room.

Based on LPA observation, there were 2 infant children sleepin in separate rooms with the doors fully closed, which poses a potential health, safety or personal rights risk to persons in care.

(g) The home shall be free from defects or conditions which might endanger a child. Safety precautions shall include but not limited to: (10) A baby walker shall not be allowed on the premises of a family child care home in accordance with Health and Safety Code Sections 1596.846(b) and (c).

LPA and Licensee discussed and reminded the licesnee that babywalkers, bouncers, jumpers and similar items will not be used for children in care and are not allowed. Licensee states that bouncers will no longer be used and bouncers will thrown away.

Based on LPA observation, interview, the licensee did not comply with the section cited above in one out of one persons, LPA observed one preschool age child strapped to a bouncer which poses a potential health, safety or personal rights risk to persons in care.
