On June 24, 2024 at approximately 9:55 AM, Licensing Program Analyst (LPA) Janet Gil conducted an unannounced, annual inspection. LPA met with director, Michelle "Christy" Bermudez, and explained the purpose of the inspection.

Facility is a combination center with a preschool and infant license. Present during inspection included 87 children total (12 infants and 18 children under 24 months) and 10 staff members, including assistant director (10 staff members under infant license). Facility is operating within capacity requirements and ratios at time of LPA's inspection.

Hours of operation are Monday to Friday, 7:00 AM to 5:45 PM. At approximately 10:30 AM, with director, LPA inspected entire facility, indoors and outdoors, for health and safety hazards. Facility is a single level facility that includes seven classrooms. 3 classrooms for the preschool license and 4 classrooms for the infant license: Infant A and Infant B Rooms (connected), and Discovery and Toddlers classroom( Discovery is on Preschool license).

LPA observed classrooms to be clean with age appropriate toys, materials, and furniture. Storage for children's belongings are located inside each classroom, labeled with each child's individual names and pictures. Changing tables are within arm's reach of an adult sink.

LPA observed facility has an installation of a fire alarm system throughout the entire building. Facility has multiple carbon monoxide detectors, fully charged fire extinguishers and fully stocked backpacks of first aid kits in each room. All poisons, cleaning solutions and hazardous materials are stored inaccessible to children on facility's high shelves or locked behind child safety locked cabinets. LPA observed bathrooms used for day care use to be clean and in working condition. Children's sinks do not provide water.

Facility currently provides a food services. LPA observed kitchen and food prep area to be clean and orderly. All food is stored and prepared properly to avoid contamination. Water is available to children indoors and outdoors with children's individual water bottles, labeled with child's individual names and/or water pitchers with disposable cups.

Outdoor area was observed to be equipped with age appropriate materials that were in good working condition. Toddler children have a separate playground from preschool playground. Toddlers have exclusive use of separate playground that is gated.

Children are signed in and out of facility by their authorized representatives' written signatures in a binder located in the facility entrance. Facility has license documentation and information properly posted and available for review in main entrance of facility.

LPA reviewed facility records that included 6 children's records, 10 staff records (present during inspection). LPA observed children's and staff's records to be complete. At least one staff member has a valid CPR and all staff have valid MR reporter that will expire on 3/2026. Facility maintains safe sleep logs and documentation for each napping infant. Sleep logs are documented online and in binders located in each classroom. Emergency drills are conducted monthly and are properly logged and documented. Last emergency drill was conducted 05/18/2024.

Facility was informed that as of September 1, 2016, a person may not be employed or volunteer at a child care facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662.

Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. LPA observed the completed certificate on file. LPA encourages assistant director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates.

Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

LPA discussed the safe sleep regulations with assistant director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. No deficiencies were issued under CCR, Title 22, Division 12.

A notice of site visit was given and must remain posted for 30 days.
