On 2/25/2025, at approximately 8:15 a.m., Licensing Program Analyst (LPA) Zeynep Basak conducted an unannounced annual inspection in conjunction with case management to increase capacity at the facility. LPA met the licensee, Maria L. Santizo, and explained the purpose of the visit.

The facility's operation hours Monday through Friday from 8:00 a.m. to 5:00 p.m.
Present during the visit were the licensee, 1 infant, and 4 preschool-age children. The facility complies with capacity requirements on this day.The licensee stated only she and her 15-year-old daughter live in the home.
The licensee rents 2 2-bedroom, 1-bathroom house.
DAY CARE AREAS: Living Room (Playroom), Bedroom #2, Bathroom #1, kitchen (added during the increase in capacity), and Front Yard.
OFF-LIMIT AREAS: Bedroom #1 and Backyard. LPA observed all off-limits areas are inaccessible to children.
LPA observed all off-limits areas to be securely barricaded and inaccessible to children in care. LPA observed an open-face heater that has been barricaded; however, children can still stretch their arms and access the heater. LPA discussed it with the licensee, and Maria stated she would install a heater guard and email proof to the LPA in a week.

LPA inspected the home for any health and safety hazards. LPA observed spider webs all around the home, including the daycare room and napping room. The licensee stated she would have a deep cleaning by the weekend and provide proof to the LPA via email.
LPA observed the home is equipped with a fully charged 2A:10BC fire extinguisher and there are two combo smoke alarms and a carbon monoxide detector in the hallway and the napping room. There were age-appropriate toys, furniture, and learning materials in the daycare.

According to the licensee, no child has an allergy and requires medication at this time. Per the licensee, there are no firearms or weapons in the home.
There are no pools or other bodies of water in the facility.

LPA observed cots in the nap room and the licensee stated she provides sheets and blankets for children and washes once a week. The facility has only one infant (1-half years old) and she sleeps on a cot. LPA observed that 15 15-minute sleep log was maintained by the licensee.

The facility provides breakfast, lunch, and snacks in addition to milk and drinking water.

LPA inspected the backyard for any health or safety hazards and observed two metal sticks on the swing legs the licensee stated the swing was not being used and would be tossed out and provided proof to the LPA. LPA observed age-appropriate toys, play structures, and equipment for children in the backyard.

During the inspection, LPA checked the kitchen and found all cabinets and drawers have child locks and are ready to be added to the daycare area.

Per the licensee, emergency drills are conducted at least once every six months, and the latest drill was conducted on November 11, 2024.

The licensee stated an isolation area is designated in the corner of the daycare room.
The facility does not carry liability insurance for the daycare, and the LIC 282 was observed in the children's file.
LPA observed that all required forms and postings were displayed in the Childcare Home, including the Parent’s Rights Poster and the License.

LPA reviewed five children’s files and found all required forms placed in the file. LPA observed the licensee has a valid CPR+First Aid certificate that expires on 1/2027 and a Mandated Reporter certificate which expires on 3/2026.

The licensee was reminded that all adults 18 years of age or older living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption as specified in Health and Safety Code Section 1596.871. This must occur prior to initial presence in a licensed Family Child Care Home. LPA informed the licensee that a civil penalty of $100 per person per day will be assessed for unqualified adults present for a maximum of five days. If this is a repeat violation, the penalty may increase to $500 per person per day after the fifth day.

Incidental Medical Services (IMS) policy was discussed with the licensee. For additional information, LPA referred the licensee to PIN 22-02-CCP. LPA informed the licensee that when any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Information regarding ADA compliance was also shared, including the toll-free ADA Information Line at (800) 514-0301 (voice) or (800) 514-0383 (TTY). A publication titled “Commonly Asked Questions about Child Care Centers and the ADA” is available at https://www.ada.gov/resources/child-care-centers/.

LPA discussed the safe sleep regulations with the licensee and shared the Child Care Licensing Safe Sleep webpage located at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed the licensee about the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov. LPA recommended that the licensee register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The facility has met the requirements to be approved as a Large Family Childcare Home (FCCH) with a capacity of up to 14 children and the Fire Clearance was granted on 2/13/2025. LPA discussed the capacity requirements of a Large FCCH with the licensee.

During the exit interview, the Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.


No Deficiencies were cited today under Title 22 Division 12 of the California Code of Regulations

A notice of site visit was provided and must remain posted for 30 days.


The exit interview was conducted, and the report was reviewed with the licensee, Maria L. Santizo.
