On January 12, 2024 at approximately 8:15am, Licensing Program Analyst (LPA) Catrina Quimbo, conducted an unannounced annual inspection. LPA met with licensee, Maricela Barron, and explained the purpose of the inspection. Present during LPA's visit included licensee, licensee's two assistants and 9 children (4 infants and 5 preschool age). Licensee is a large license and is operating within capacity limits and ratio during LPA's visit.

Licensee lives in the multi-level home with their adult child, brother, mother and grandmother. All adults living and/or working in the home have fingerprint clearance on file. Hours of operation are Monday through Friday 7:30am to 5:30pm. With licensee, LPA inspected the day care areas for health and safety hazards.

The DAY CARE AREAS are located on the ground level of the home only which includes the main day care area (living room), dining area (table area), bathroom, playroom (bedroom), and backyard. The OFF LIMIT AREAS are the garage and entire second level of the home. The garage is made inaccessible with a child safety locked door handle. Stairs to the second level of the home are made inaccessible with a closed door.

LPA observed home to be in good repair with proper temperature and ventilation. Home is equipped with a variety of toys and materials that were observed to be in good working condition. Cleaning supplies, poisons, and solutions are made inaccessible in home's high shelves. The heater in the main day care area is made inaccessible behind a child safety locked door. Home is equipped with a fully charged fire extinguisher, fully stocked first aid kit and multiple dual smoke/carbon monoxide detectors. LPA tested detector in main day care area, which was observed to be working.

Children nap in the main day care area. Per licensee, all children currently enrolled sleep on cots. LPA observed cots to be appropriately stored and observed children's sheets to not be touching each other. Licensee maintains a sleeping log for napping infants that document the 15 minute time check of when napping infant was last checked on.

Bathroom for children's use was observed to be in proper working condition. LPA did not observe any hazardous materials to be accessible to children in bathroom. Low cabinets in bathroom was observed to have a child safety lock installed. Children's bathroom is equipped with appropriate toileting equipment and sanitation materials.

Entire backyard is fully enclosed and fenced. Outdoor area is equipped with a variety of toys and materials. There are play structures in the backyard that were observed to be in good condition. Flooring in backyard includes padding and artificial grass that was observed to be clean. There is a patio in the backyard that is made off limits to children. LPA did not observe any pools, spas or bodies of water on site.

LPA reviewed nine children’s records which were complete. Children’s files have a record of emergency identification information and individual infant sleep plans on file. LPA reviewed licensee and both assistants' files which were also complete. All staff present have a current CPR/First Aid certification and a current Mandated Reporter certification. LPA reminded licensee Mandated Reporter certification must be renewed every two years. All staff present also have records of their required immunziations available for review. Licensee's CPR/First Aid certification will expire 08/2024.

Licensee has licensing documentation properly posted and available for review. Licensee also maintains a child care roster that was made available for review. Per licensee, there are no weapons or firearms in the home.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their
existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and
discussed the Child Care Licensing Safe Sleep webpage at
https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the licensee, Maricela Barron, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

No deficiencies were issued today during LPA's visit.

A notice of site visit was given and must remain posted for 30 days.
