On March 9, 2023 at approximately 8:15am, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, annual inspection. LPA met with operating manager, Matthew Feldman and explained the purpose of the inspection.

Latchkey Alternative Center preschool program operates on Franklin D. Roosevelt Elementary school in portable classrooms 700A and 700B. Preschool program does not utilize portable classroom 700B when school age program is in session. Hours of operation are Monday to Friday from 6:30am to 6:00pm.

Present during LPA's visit included 22 preschool age children with 5 staff members (including director and operating manager). Program is operating within capacity limits and ratio. All staff members working on site have fingerprint clearance on file.

With operating manager, LPA inspected the day care areas for health and safety hazards. Classroom is properly ventilated and furnished with age appropriate equipment and materials. Classroom is equipped with a working carbon monoxide detector, fully charged fire extinguisher, fully stocked first aid kit. LPA observed cleaning supplies, poisons and other hazardous materials to be stored inaccessible, in classroom's high shelves. Storage for children's belongings are located inside the classroom. LPA observed classroom to be equipped with a variety of toys and materials that were observed to be in good working condition.

Preschool classrooms includes restrooms that were observed to be in proper working condition. Classroom 700A also includes 3 sinks that were observed to be in proper working condition. Sinks do not provide water that is warmer than 120 degrees Farenheit. Preschool restrooms were observed to be clean, equipped with appropriate sanitation products. LPA observed garbage cans in classroom to have tight fitting lids. At approximately 8:45am, director arrived to facility.

Preschool program provides a morning snack, lunch and afternoon snack. Food is stored in Classroom 700A in kitchen that is made inaccessible to enrolled children. LPA observed cleaning supplies, poisons and other chemicals to be located in kitchen, inaccessible to children. Cleaning supplies and food are stored separately to avoid contamination.

Children use cots for napping purposes. Sheets are provided by program. Blankets are provided by children's families. Per operating manager, sheets and blankets are laundered weekly or as needed. LPA observed cots to be properly stored, children's sheets were not observed to be touching.

Preschool program has exclusive use of outdoor area located adjacent to Classroom 700A. Program also has access to elementary school's kindergarten playground. LPA observed outdoor areas to be fully enclosed with an at least 4 ft. high fence. Playground includes a play structure that was observed to have resilient padding underneath. Outdoor area is equipped with a variety of toys and materials that were observed to be in good working condition. Water is made available to children indoors and outdoors with children's individual water bottles that can be refilled through filtered water stations.

Preschool children are to be signed in and out program daily by children's authorized representatives via electronic signatures through an application. Facility has licensing documentation and information properly posted in front entrance of classroom, available for review.

Emergency drills are conducted with school district at least once every six months and are properly logged. Last emergency drill was conducted week of 02/27/2023.

LPA reviewed facility records that included 5 children's records which were complete. Children's files have record of emergency identification and information on file. LPA reviewed 5 random staff files. Multiple staff members on site have a current CPR certification that will expire 03/2024. Staff members on site also have records of immunizations that were made available for review.

Facility was informed that as of September 1, 2016, a person may not be employed or volunteer at a child care facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662.

Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

No deficiencies were cited today under CCR, Title 22, Division 12.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

Exit interview conducted and report was reviewed with operations manager, Matthew Feldman.
