25 | On March 6, 2024 at approximately 11:30am, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, case management visit in regards to lead testing for childcare centers. LPA met with operating manager, Matthew Feldman, and licensee, Nicole Feldman, and explained the purpose of the visit.
Present during visit included 4 staff with 20 preschool children. Latchkey Alternative Center operates at FDR Elementary School in classroom 700A and 700B only.
Program is a combination program of a preschool and school age program. Preschool program operates in 700A and 700B; when school age children are present preschool program operates in 700A only while school age program operates in 700B.
Food service is provided to preschool children that includes morning snack, lunch and afternoon snack. Food service is also provided to school age children that includes a morning and afternoon snack. Food is prepared in classroom 700A kitchen area. Children have access to drinking water through sinks located in classrooms. Operating manager plans for filtered water stations with purchased water jugs to be utilized for drinking purposes only.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care
Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
As of this date, facility has not completed lead water testing that is is in accordance to the Written Directives outlined in PIN 21-21.1-CCP.
LPA referred facility representative to the Department website for lead: Toxicity Prevention and Water Testing Information.
Facility is being cited a Type B citation for not completing lead water testing requirement prior to due date. A plan of correction was discussed and appeal rights were provided.
A notice of site visit was given and must remain posted for 30 days.
