On November 03, 2023, at approx.8:35 AM Licensing Program Analyst (LPA) Maria Olguin-Leon met with Assistant Director Jasmine Rodriquez for an unannounced annual inspection. Purpose of visit was explained. Directors Eman Isbeih, and Stephanie Harrington arrived during inspection. Present today were Directors, 19 staff and 81 children (23 toddler and 58 preschoolers). Facility is operating within capacity and in compliance with staff/child ratio. All staff have fingerprint clearances. Facility operates a toddler/preschool program from Monday to Friday 7:00AM to 6:00PM.

LPA and Director toured the facility for health and safety hazards. Facility has three preschool classrooms and two toddler classroom and a licensed infant classroom. Classrooms are clean with proper temperature and ventilation. There are plenty of age-appropriate toys, furnishings, books, and learning materials all in good repair. Storage Cubbies are available for children to store personal items, diapers, and belongings. Toddler classrooms are equipped with a changing table for diapering children. LPA observed changing tables to have disposable paper sheet for use during diaper change. There are two restrooms for children to use, one restroom has two toilet, four urinals and three sinks, all in working condition. 2nd restroom has four toilet and two sinks, one toilet was leaking water, Director called maintenance for repair. Restroom are located in between toddler and pre-k classroom. There is a separate restroom in facility for staff use. All trash containers in classrooms have tight fitted lids. All cleaning products, chemicals and toxins are stored behind locked cabinets or inaccessible to children. Cabinet underneath sink was unlocked. Facility has plenty of sleeping mats available for napping; parents provide sheets and are washed weekly or as needed.

Outdoor playground is shared, and outdoor waiver is posted. A schedule for classroom outside time was reviewed by LPA. There are three outdoor play areas, two for preschoolers and one for toddlers. Preschoolers play area is fenced off with a three-foot fenced and equipped with artificial grass to cushion falls. Second area is bike area, equipped with cement and artificial grass and two playhouses and surrounded with a 2 ft. and 5 ft. fence. Toys are stored in restroom and brought out as needed. Toddler area is equipped with cement, artificial grass and play toys, all in good condition and surrounded with three-foot fence. There are no pools, spas, or other bodies of water. Per Director, there are no weapons or firearms on the premises.

Facility provides meals for children in care and menus are properly posted and available one app. Kitchen is located in multiuse room and LPA observed kitchen to be clean and food and milk to be stored properly to prevent contamination. Snacks are stored in classroom and properly stored. Labeled water bottles with children’s names are brought from home for use indoors and outdoors. Facility refills water bottles with sink water. First aid kit is fully stocked with medical supplies. Incidental Medical Services were discussed. Sick children are isolated in office away from other children.

LPA reviewed electronic sign in/out sheet, parents use a QR code to sign in and out. Facility uses Building Kidz connect app. for documenting children's daily activity and communicate with parents. Facility is equipped with fully charged fire extinguishers, dual carbon monoxide/smoke detector, lasted checked on 06/2023. Facility has a landline and use cell phone for communication with staff.

LPA reviewed 5 children’s records and 5 staff records. All the children's and staff records were complete. The facility has all necessary paperwork posted, Facility License, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law, and Emergency Disaster Plan. Last emergency drill was conducted on October 24, 2023. Per Director, lead testing has been completed and submitted to regional office. LPA reminded Director of keeping 15-minute sleep logs for all children under the age of two.

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. LPA encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates.
