On November 03, 2023, Licensing Program Analyst (LPA) Maria Olguin-Leon met with Director Eman Isbeih for an annual inspection in conjunction to delivery complaint findings. Purpose of visit was explained. Present today was Director, 5 staff and 12 infants. Facility is operating within capacity and in compliance with staff child ratio. All staff have fingerprint clearances. Facility operates infant program from Monday to Friday 7:00AM to 6:00PM.

LPA and Director toured the facility for health and safety hazards. Facility operates a preschool program, toddler program and an infant program. Infant program consist of one infant classroom. Classroom is clean with proper temperature and ventilation. There are plenty of age-appropriate toys, infant/toddler furnishings, playmats, cribs and learning materials all in good repair. Storage Cubbies are available for children to store personal items and belongings. Classroom is equipped with a changing table for diapering children and a highchair table for several infants to sit at on time. There is a separate bathroom in facility for staff use. All trash containers in classroom have tight fitted lids. All cleaning products, chemicals and toxins are stored and locked in cabinet and inaccessible to children. Facility has plenty of sleeping mats and cribs available for napping; infants bring their own sheets and are sent home each week for laundering.

Toddler and infants share playground, which is separate from the preschool playground. Playground has a small play structure and age-appropriate play toys all in good repair. Playground is equipped with artificial grass to cushion falls and has a concrete pathway. Yard is surrounded with a 5 ft. fence. There are no pools, spas, or other bodies of water. Per Director, there are no weapons or firearms on the premises.

Infants’ food and bottles are properly labeled with child’s name and stored in classroom refrigerator. Facility provides meals to toddlers and menus are available and posted in classroom. Kitchen was observed to be clean, and food stored properly to prevent contamination. Labeled water bottles with children’s names are brought from home for use indoors and outdoors. Facility refills water from water faucet. First aid kit is fully stocked with medical supplies. Incidental Medical Services were discussed, no children are currently on IMS. Sick children are isolated in office away from other children.

LPA reviewed electronic sign in/out sheet via Building Kidz app. Parents are provided QR code to sign in and out. Facility is equipped with fully charged fire extinguisher, dual carbon monoxide/smoke detector. Facility is equipped with a landline phone and staff use cell phones for communication.

LPA reviewed 5 children’s records 5 staff record. All the children's records were complete and included Safe sleep plan and Infant/Toddler needs/service plan. LPA discussed sleep logs and documenting every 15 minutes. The facility has all necessary paperwork posted, Facility License, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law, and Emergency Disaster Plan. Last emergency drill was conducted on October 24, 2023. Per Director, lead testing has been completed and submitted to regional office. LPA reviewed lead test report.

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA discussed the ban of sleeping sacks.


Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. LPA encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates.
