On February 4, 2025, at approximately 9:30 am Licensing Program Analyst (LPAs) Naves and Olguin-Leon met with Director Nayren Aquino for an unannounced annual inspection. Purpose of visit was explained. Executive Director Eman Isbeih arrived during inspection. Present today were Directors, 4 staff and 9 infants. Facility is operating within capacity and in compliance with staff/child ratio. All staff have fingerprint clearances. Facility operates an infant program from Monday to Friday 7:00AM to 6:00PM.


LPAs and Directors toured the facility for health and safety hazards. Facility has a licensed infant classroom. Classroom is clean with proper temperature and ventilation. There are plenty of age-appropriate toys, furnishings, books, and learning materials all in good repair. LPAs observed 5 napping children in cribs all cribs had fitted sheets on mattresses and infants were napping with no additional items in cribs. Facility has sleeping mats available for napping as well; parents provide sheets and are washed weekly or as needed.


Facility uses an app Building Kidz Connect with a QR code to keep track of drop off and pick up of infants there are tablets available if parent does not have phone with them a paper check in is also available. Sleep logs are also maintained on app that has a built-in timer of 15-minute reminders to check. Storage Cubbies are available for children to store personal items, diapers, and belongings. Infant classrooms are equipped with a changing table for diapering children. LPAs observed changing tables to have disposable paper sheet for use during diaper change. There is a separate restroom in facility for staff use. All trash containers in classrooms have tight fitted lids. All cleaning products, chemicals and toxins are stored behind locked cabinets or inaccessible to children.

Facility provides a food service for children and all food brought by parents are properly stored and labeled in refrigerator. No medications are administered to children. Facility provides meals for children in care and menus are properly posted and available one app. Kitchen is located in multiuse room and LPAs observed kitchen to be clean and food and milk to be stored properly to prevent contamination. Snacks are stored in classroom and properly stored. Labeled water bottles with children’s names are brought from home for use indoors and outdoors. Facility refills water bottles with sink water.

First aid kit is fully stocked with medical supplies. Incidental Medical Services were discussed. Sick children are isolated in office away from other children. Facility is equipped with fully charged fire extinguishers, dual carbon monoxide/smoke detector, checked during today’s visit. Facility has a landline and use cell phone for communication with staff.

LPAs reviewed 5 children’s records and 5 staff records. All the children's and staff records were complete. The facility has all necessary paperwork posted, Facility License, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law, and Emergency Disaster Plan. Last emergency drill was conducted on December 12 2024 Per Director, lead testing has been completed and submitted to regional office.

Outdoor playground waiver is posted. A schedule for classroom outside time was reviewed by LPAs. There is an outdoor play area for infants that is fenced off with a three-foot fenced and equipped with artificial grass to cushion falls. There are no pools, spas, or other bodies of water. Per Director, there are no weapons or firearms on the premises.

LPAs discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPAs verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.
